Although I really like the idea of this quest, the execution seems a bit poor. Speedy IV is level 1 and has only 27 hp, making him get one-shot by any of the enemies in the area. I would be fine with this, but he also has a healing ability, which is completely useless since you always get one-shot. Furthermore, you sometimes get attacked and killed while using the spin ability before the stun goes off. Although the quest isn't very hard, this makes it slightly annoying and poorly thought out. Slightly increasing his health so you can at least tank a couple of hits would probably fix this.
Lastly, I've had multiple times after dying that a copy of myself, or a white bunny called "Clone" would be standing in place of Speedy IV, making me unable to continue the quest until they timed out. You can speed this up by using the critter killing ability of the 蕾茉妮雅的剑柄珍珠 pet or the 出故障的哥利亚手套 toy.

So from what I can tell:

You need to talk to Speedy.
You need to be Speedy and loot at least one bag.
Then you can fly around and get them yourself.

Next quest is Paw Patrol.

UPDATE: Blizzard has removed the level requirement for this quest, so it should now be doable on toons below level 60:

Right now, this quest cannot be completed on a toon below level 60, as the Pet Supplies you are supposed to pick up in this quest requires your toon to be level 60 to interact with. I picked up the questline on a level 10 toon and had no trouble completing the questline up till this point (and the questline should be doable even on a level 1, according to the quest requirements). So, I guess it is a bug. But until it is solved you need a level 60 toon for this quest.

As a level 20, I was able to take the quest, but unable to complete it, as to grab the pet supplies it says you need to be level 60.
I can't comprehend why bliz do this, leave the quest open to low level, knowingly that they won't be able to do it... it's not the first quest they're doing this.

don't worry if your speedy dies (as mine did after getting 2 pet supply)
you can just continue to fly around yourself and gather supplies
You will see 'yourself' standing next to quest giver though a bit weird but in any case managed to complete the quest and get the next one Paw Patrol.

Questline starts in 达拉然 (Legion) at 布琳妮.

宠物侦探 - use 间谍探测器 in the marked areas, follow the cat and talk to Suspicious Onlooker, Precocious Onlooker and Farsighted Onlooker
搭救宠物 - fly to non-instanced 艾萨拉之眼 in the south of Dalaran. Go to the marked area and use 可爱的宠物绷带 at the NPCs
- click Speedy IV near you: 1) 转到晕, 2) 飞奔, 3) 治疗. Find 10 pet supplies. I could collect the supplies without Speedy once a crocolisk revealed me
萌宠巡逻 - kill pirates to get 紫帆宠物笼钥匙 for the cages
古尔戈尔和盗匪 - defeat Trainer Iris Greedsway in a pet battle
Her pets are Missing1, 角巾 and 古尔戈尔. I beat her with 3 Zandalari raptors
Click Gurgl behind her.
Return to Breanni in Dalaran and get 古尔戈尔 (古尔戈尔).

Questline took about 20 minutes.

Although you can get this quest as early as level 20 (maybe earlier, I am not sure), the pet supplies require level 60 to collect.

I quite liked the idea of a quest trying to be stealthy as a cute little tortoise and collect some things, but the execution of it wasn't great imho. The pirates (and crocs) all instantly aggro'd onto me when nearby (and all of the supply bags had them nearby), which surprised me... was expecting some form of stealth, not a 'click this to stun them before they get chance to attack, else you'll be one-shot' ... hmm :\

I died twice (noooooooooooooooooo... speedy :'( ), the first time after managing to evade mobs long enough for 6 bags.. then getting eaten by a croc :(
I then tried to fly over as my own self (not as speedy) to avenge him... and couldn't pickup any bags (contrary to what other comments above say... maybe they've 'fixed' that in the 11days since?). Had to fly all way back to speedy, and start again... and got chomped on again after couple more bags...
Managed to nab my final bag just as a pirate was starting to stab speedy (only dealing a few HP out of a measly 27 (so guess that's what the heal is for... against pirates, not vs crocs...)

I like that they used old zones (breathe new life into these older places), the pet itself is cool, and the idea of the questline is fun... but yeah... could've been done a little better with some stealth added imho

They must have hotfixed it, because I was not able to pick up the supplies in my normal form even after getting sent back by the crocolisks multiple times. I think most of the comments here are outdated now.

I was able to kill some of the problematic crocolisks in my normal form though, and then get back there and grab the supplies with Speedy before they respawned. Still took a while though.

Just a heads up... I see a few comments stating otherwise, but I just completed this quest today and I attempted to collect the bags as myself (not Speedy) and it wouldn't let me. I'm able to kill creatures to clear a path, but can't actually loot any bags. So... you may have to just die a few times as Speedy to complete this (I did it in like 6 turns, so a few I was able to get two bags, but no more than that in a go).

I started this quest and then left and came back another time to complete it. When I originally picked it up, I looted one item as Speedy IV, and when I came back I was unable to pick up items in my natural form, presumably because I left, logged in and out, etc, for a few days. I abandoned the quest, restarted, picked up one item as Speedy IV, got killed by an Azsharan Crocolisk, and was then able to get the rest in my natural form.

Also - I really think that Blizz should give us Wizard Pet Hat as a toy or cosmetic for our pets.

Now this is bizarre...

The character on which I'm completing this quest (a Demon Hunter) has had a bodyguard assigned through the Class Hall for years, since Legion. The bodyguard is 阿卡玛之影, if it matters. When I spoke to Speedy IV to turn into the turtle for this quest, 阿卡玛之影 can't seem to figure out if he should be mounted or walking... so he constantly is switching between mounted and dismounting. Literally every single second, he mounts up, and then remounts, and then remounts, and then remounts, dismounting in between each time... It makes a sound every time he mounts up or dismounts, too. It was comical at first, but now it's actually ridiculously annoying. I've always found 阿卡玛之影 as bodyguard to be annoying as hell (flying with him is irritating because he's all up in your field of view), but this takes the cake.

So if you've got a Legion bodyguard designated, you may want to consider removing him for this quest... or just do your best to ignore it!

WOW ! This quest has so many problems. Last being - my frame wasn't red, when I was running away and still had aggro. I stopped running........and died.

Good news - you can scoot around the edge of the zone - they have been fairly generous there. So you do not have to try run through the middle and deal with crocs with near infinite aggro range.

Discovered this quest chain completely by accident when i happened to go to Dalaran, and i like pet stuff so dove into it.
Yeah... this quest at least, is very annoying. The fact that you have to gauge your distance just right to use your turtle attack, or else you'll end up just feeding yourself to a croc, is a poor design. And you restart so far away too...
Unlike just about every other kind of quest in the game, the pet supply bags you need to loot don't seem to respawn either (or at least it takes a very long time) so each time you gather a couple and die you have to travel even further to get the ones you haven't grabbed yet.

The goblin is like "You and me aren't subtle, let's send this slow, defenseless turtle to do it."

I think these pirates must be related to that family in Stormsong Valley who are obsessed with turtle soup...

The Coast is Clear quest is quite a pain to be honest. Avoid the gators at all cost. The shell spin/stun does not work all of the time, but... if it doesn't you can go backwards until your speed boost is available to wait for your spin/stun to be available again. If the npc touches you (person or gator) it throws you out of the spell and you have to go back to get Speedy's help again.

With all of that being said and having to go back to get Speedy's help again, on the last few I flew over to the island and killed the npc's on there before going again for the last few bags. This helped TREMENDOUSLY! I wish I would have done that a lot sooner!

So, doing this quest as a 60 Night Elf Hunter during Dragonflight pre-patch. While roaming around as Speedy IV I got killed by a crocolisk, returned to the beach at the start as myself, but instead of Speedy IV, I found a copy of my Hunter. Has my model and transmog, the right name over her head, the right tooltip information, everything. Just standing there like an NPC and can't be spoken with to restart with Speedy IV.

Naturally I took this opportunity to let my hunter /flirt with herself, take a screenshot, then attempt reloading my UI. The copy hunter is still there.

Fortunately I was able to continue collecting items for the quest as my normal self and turn it in, with my NPC doppelganger still standing there silently.

It's worth mentioning that if you drop the quest items (cage keys, lovely pet bandages, etc) from any of these quests before you turn it in, even if you completed the quest, the entire quest drops from your log and you have to repeat the whole thing over again.

No doubt, this is a painful quest to complete. Use two stategies here
1) Sneak up on the supplies, wait for the right moment to steal it
2) Use the stun attack. The attack stuns at both the start and the end of the 20 yard dash. While it is difficult to judge 20 yards to end the dash at the target, it is easy to wait for the target to close in on you. As soon as the target gets next to you, activate the stun. Best case is to end up near the supplies, loot them, then get away.

Contrary to what people said earlier I have 6 bags, Speedy got killed and I can't pick up pet supplies without him. All it takes is one touch from the crocolisk and Speedy is dead. I've tried spinning into the crocs and that just gets me killed. To make matters worse the pet supplies are some distant from the starting point, I got the 6 closest pet supplies but now I get killed before I can reach the other 4.

Looks like you can still force this by placing the Darkmoon Seesaw next to Speedy IV, then clicking on him to access his vehicle form. Once you're Speedy IV, click the Seesaw and you'll exit the vehicle but still be able to mount up and collect the items.

THIS STILL WORKS LIKE A CHARM! Don't waste your time scrolling throught the comments here, use the Seesaw or the cushions and you'll get this annoying quest done in no time. Bonus: you'll see your doppelganger.
