This talent is good because it gives two things that Balance druids need. It is hard to find good Leather Balance gear with +spell hit rating, so this 4% is pretty nice. Also, while in Moonkin you will have a large amount of armor to be able to stand up to melee with ease, and this -4% to get hit by spells helps against casters.

If you raid as boomkin, this is required.
However, the 4% spell "miss" is not as good as people may think, but it is slightly more survivalibilty. You may great better returns elsewhere, such as Nature's Grasp and then the improved version.
You only need 3% spell hit to not miss in PvP, which is easy to pickup (Sha'tar enchant + Spirit shard ring is 2.1% to hit).

Most people only think about the 4% hit, and forget the 4%miss is very useful in pvp. most people only get 4% hit in pvp, and thus you having an additional 4% helps greatly when avoiding key cc's on you. it also allows you to not need any of the pvp hit gear, aside from the deadly ring where you have no other options. rogues, rets, and boomkin are the three classes i can think of atm that have an additional 4% increased miss chance which helps them vastly in pvp, arena senario's specificaly.

3.2: 2%/4% miss is being replaced by 3%/6% less damage from spells.
Looks like a nice boost for Bosses who use AoEs, and maybe Bosses who use random-target spells.

They should reword this.
When I first saw this, I thought it was boosted by 2% to hit as well,
but the spell details show it as a 4% spell hit and 6% less spell damage taken.

This stuff is confusing me. Was it intended to have 6% hit and they screwed up on updating it, or is the tooltip just wrong? It would be nice if they actually gave us 6% with all the crappy leather gear without hitrating that's being handed out. Basically the only hitrating we get is from (some!) Tier pieces and jewelry.

talented 2/2 = ~105.2 hit rating
this talent can be dropped if you're way over the hit cap to put your hit to good use and not wasting itemization points.

Before patch i was a little over the hit cap.
When patch came, before i started reforging, i had 711 hit rating, almos 27%.
After reforging all the hit and spirit i could from my gear (into mastery), i'm still in 17%, almost 411.
i'm going to see if that 2% increase dmg is whorth the 2 talent point once you are hit capped.

Great talent if you dual spec Balance/Resto, as it means you can use more or less the same gear in both specs - same as with
Twisted Faith
for Shadow priests. Blizzard are doing a huge favour for caster/healer hybrids (as Spirit is as much of a junk stat for casters as Hit is for healers) while making it a hell of a lot easier to itemise gear.

This talent is excellent if you’re leveling as a moonkin.
The spirit on your items will improve your mana regeneration between mob pulls (out of combat, as it would without the talent, minimizing downtime) but it will also greatly increase your hit rating, making it a very attractive offensive stat in case you were tired of vendoring these awesome blue quest rewards or dungeon drops because they were itemized with spirit.

This talent is really worth getting. Since it helps with mana regeneration which decreases downtime. It also effects

since their chance to hit increases with spell hit. Not to mention, you could probably off heal in dire emergency since you do have the spirit to keep up in a small fight.
