I know a good trick to use when using seal of command. when fighting in pvp you want to conserve mana. so a good way to conserve mana is to use rank 1 when just auto attacking but use rank 5 to judge on a target. so you would put on rank 5 seal of command and judge the target. then put on rank 1 while its on cool down. its also good v.s. shamans. since they purge off buffs like seal of command you can spam rank 1 and deal damage and conserve mana.

Slower weapons proc the effect of seal of command more often. faster weapons to do not proc as fast.
The tooltip says 70% but the yellow dmg that shows is always the same as my white damage. very useful seal all around, i like to couple it with judgement of the crusader for the extra holy damage.

The best sealin my opinion for the Paladin. Seal of Command almost doubles the Paladins DPS ability. It doesnt always proc and sometimes can go 15 or 20 seconds without activating at all. But The sheer Dps of this talent is undeniable.
Before i learned about Seal of command i was a 31 holy 10 prot pally. I had to contantly heal during battle so much so that i had to put blessing of wisdom and seal of wisdom on all the time just to get enough mana to heal myself to stay alive. My DPS was in the pits. Seal of righteousness is a joke for dps.
When i respecced and went ret i picked up this talent and have never looked back. i can Crit SoC for 1000 sometimes with my Unstopable Force. Plus this combined with a melee critical hit is serious damage for your oppenent whether in PvP or PvE.
Also a side note get this talent as soon as you can. This benfits extremley with leveling especially at lower levels.

Its more then worth going your 1st 16 points into ret. Even if you plan to level as holy. Imp Judgements + Conviction + SoC are vital imo for leveling (my other 8 points are 5/5 benediction, 3/5 Deflection).
Get soc and you willbe in love and level several times faster.

It should be noted that while lvl20+ SoC is an amazing seal for leveling, 61+ with TBC's high-spelldamage-plate you can pick up from quests easily, SoR comes very close to it.
At lvl67 I found myself respeccing Holy, simply because I can grind faster this way. SoR hits for obscene amounts every hit (no proc), and my healing efficiency for self-healing between fights shot up a ton, too.

I think even a raiding Paladin can benefit from this...you only have to put 11 points into the retribution tree to get it. So you can heal your Mates in Raids or Arena and can farm Gold, Items etc. when you are alone, if you have good gear, there should be no problem fighting non-elite Mobs. Combined with Seal of Wisdom(improved via Healing Tree) and Focus you dont have to fear getting killed by a Mob, because you wont ever get interrupted when casting a Heal. Swirching Auras doesn't cost Mana after all and only delays the Heal for 1 second or 1.5 second of Global Cooldown. And you won't have many downtimes if you don't spam Consecration.
My Level 29 Pally at the Moment sometimes only needs 10 seconds for a same-level mob and i very rarely need time to drink. He is at the Moment specced 9/0/11 (Divine Intellect + 4/5 Focus - May be Changed with Divine Strength tho, but the Extra Mana was a lot better for the Battleground) and of course Seal of Command.
Thats it for me now...maybe some of you could use my little "Advice"...if not, nevermind :)

Notice that the only difference between Seal of Command rank 1 and max is the judgement, the seal effect is the same and only depends on your weapon, not the spell level.
If you have low mana you can just cast SoComm 1 and attack with that. Don't bother judging SoComm1, though: instead of 228 to 252 (456 to 504 stunned) you will judge for 46 to 50 (93 to 101) now. That can still be useful to proc the 200 attack power libram, however.

SoC is a laugh when horde has SoB, though untill u get SoB SoC is the best.
note: SoB also crits, witch makes it even better then SoC. also seen SoB do dmg when i use crusader strike. will do some more testing and post results

I personally don't like its low chance of proccing, i once went through 10-15 fights without a single proc......i think SoC should be upgraded to proc each hit..
Or have a 50% chance to proc.

For those wondering what the letters stand for in the tooltip:
mw
= minimum weapon damage
MW
= maximum weapon damage
AP
= attack power
SPH
= holy spell power
However, as the judgement is an instant attack I would assume that the min/max weapon damage would be normalised to a same DPS weapon with an attack speed of 3.3 for two-handers (for example, damage of a 3.8 speed weapon reduced by ~13%) however, this is pure conjecture and may not be the case.

Atm it's 7 ppm, but that would be completely crap in WotLK, since all guaranteed-hit seals like Blood will procc on every white hit, every CS and every Divine Storm...
So will Command be 7ppm per

Divine Storm and SoC proc
I was part curious and part bored. did 100 DS on a servent in blasted lands and got 41 SoC procs of it. I did not use autoattack or anything else besides DS attacks.
Of course to get an absolute positive proc result I would have to do alot more then 100 DS. but it is a good estimation
My weapon speed after haste modification is 3.4 which with 7 ppm would give my normal swing 7/(60/3.4)= 39,7% chance of procing. which is quite close to the proc rate I had with DS.
I will test some more with another weapon speed to see if the SoC proc rate on DS attacks is connected to your weapon speed.

The big differance in SoC procs with the differant weapons makes me belive that the weapon speed is connected to your SoC proc rate on DS attacks.

Well, i can't deny the DPS that it does, but the proc chance makes the seal pretty unreliable.
It just doesn't proc enough, i have done over 10 fights without it proc'ing.
i can notice the difference when it procs and when it doesn't.
If it does: you kill things FAST
if it doesn't: you will need to heal yourself after the fights where it doesn't proc....at all....which sadly is often.
I once had to kill 15 Jungle Fighters in STV and i killed each one and Seal of Command must have procced around 4-5 times, that is no where near 7ppm.
Hense why i think it is unreliable....maybe its my bad luck.
But the way i see it, it shouldn't matter how slow or fast your weapon is, it should still proc the same amount of times.
my current weapon's speed is 3.6 and inbetween weapon swings, the mob(s) have hit me 2-3 times and when i need it to proc, it doesn't, which can get me killed and it seems to proc when i don't need it. (when the mob will die, even if SoC procs or not)
Maybe its me, but overall, it does superb damage and seems to be the dps seal, despite its lack of proc chances, down to my experiences.

so seeing as how right now there is so known weapon slower than 3.60 how long will i have to use stormhearld just b/c the ppm is about 70% at 3.80...or will the glyph make up for the ppm decrease with an increase in weapon speed? or would it just be better in general to get a fast 2h and use sotm all the time, in pvp and pve?

I used SoC for 2 minutes today on a training dummy, and had 25 procs.
I dont have that glyph, shouldnt SoC be 7 ppm?
Edit: 2nd test gave me 28 soc procs! Maybe its not a ppm proc anymore?

So I was curious about the 20% damage reduction on seals today and started running numbers through the new and old formulas.
Seems to me, as far as raw damage goes, the swings are going to be reduced by 21.78% while the judges are reduced 22.85%
I came across this info by using 3 data sets based off my paladin's AP and SP unbuffed, buffed by might only, and buffed with might AND the 200AP libram for sort of a low, medium, and high values.
mw/MW (low/high weapon damage): 365 - 549 (s2 2hsword)
AP: 1426 - 1732 - 1932 (unbuffed, might, might+libram)
SP: 462 - 519.6 - 579.6 (unbuffed, might, might+libram)
Formulas provided from wowhead:
(old SoC)
.56mw - .56 MW proc on swing = 204.4 - 307.44 added damage
(new SoC)
.45mw - .45MW proc on swing = 164.25 - 247.05 added damage
Note: Swing damage is static as far as i can tell but i am sure AP affects the total somehow.
To get the percentage you use this formula:
(x1-x2)
--------- x100 or ((x1-x2)/((x1+x2)/2))*100
((x1+x2)/2)
using lowest swings of both old and new SoC to compare % change in damage:
((204.4-164.25)/((204.4+164.25)/2))*100 = 21.78%
((307.44-247.05)/((307.44+247.05)/2))*100 = 21.78%
Pretty close to the 20% stated in the forums, BUT comparing judges gets a little more interesting:
(old SoC judge)

Using the same formul above, I calculated the % difference on the high and low end damage based off the 3 ap/sp sets above
Low hits for Soc Judge:
(low) 22.85%
(med) 22.84%
(high) 22.85%
High hits for Soc Judge:
(low) 22.79%
(med) 22.79%
(high) 22.80%
All in all, it seems that SoC is getting a nerf closer to 23% than the alleged 20%

Well, a me (Maxin@Gurubashi) and a friend of mine (Terrorbladez@Gurubashi) were wandering if SoC got affect about haste, so we went test it on the dummies to see... Our first ideia was testing without haste then test using the improved ice talons, but somehow i couldn't get the buff in the city... So i used my haste gear
this tests were using a 3.6 Weapon
Without Haste
Test 1 - 14 procs in 2 minutes
Test 2 - 15 procs in 2 minutes
Test 3 - 15 procs in 2 minutes
Test 4 - 14 procs in 2 minutes
Average proc = 7,25 PPM
With haste my attack speed was lowered to 3.21, with the calculations the PPM should be 7,8 more or less
Test 1 - 19 procs in 2 min (best test)
Test 2 - 16 procs in 2 min
Test 3 - 12 procs in 2 min (worst test)
Test 4 - 16 procs in 2 min
Average proc - 7,875 PPM
So, We could conclude that haste affects the PPM of SoC, but i'd rather stay with +AP and SoB then a lot of haste and SoC, since we would need a lot of haste to get a nice amount of PPM.

In patch 3.2 Seal of Command will deal holy damage on every hit instead of having a chance to hit. The judgement damage is being lowered as well so it won't be so bursty. This is all information from mmo-champion.com and things may still change; nothing is currently set in stone except that Seal of Blood/the Martyr is being removed. Seal of Vengeance/Corruption and Seal of Command seem to be the new seals to use for Ret. Most likely SoV/Corruption will be the PvE seal for long boss fights and SoC will be short PvE fights/PvP.
Also, the glyph of Seal of Command is being changed to give you back more mana when you judge when 3.2 goes live currently.

Crusader Strike: Damage reduced to 75% weapon damage to match the new 4 second cooldown.
SoC is still a decent leveling Seal, but make place for Seal of Vengence/Corruption otherwise. With 4 second cooldown on CS stacking the new SoV to 5 won't be hard.

Retribution dps is too low in PvE in 3.1. We are buffing it in 3.2 through the new way Seal of Vengeance / Corruption will work. This Seal is designed to really deliver damage once the paladin gets five stacks up, which will make it the Seal of choice for boss fights. Seal of Command will be used in PvP or PvE for short fights. We expect overall for Corruption / Vengeance to be the “go-to” Seal much of the time, perhaps even in PvP, provided you can keep the buff up.

So, how does the new SoCom compare to SoR for leveling (pre60's)? It looks like that SoR might be better if you don't have a good weapon because AP is taken into the damage, while SoCom is superior if you constantly upgrade your weapon, such as using the
Bloodied Arcanite Reaper

hi, i was wondering how do you calculate the dmg from SoCom, lets take average wep dmg of 2000 (1816mW - 2183MW), i'm wondering if the dmg from seal is calculated as 2000 dmg, or after applying armor, which is around 50% with plate.
So would the formula be 0.36 * 2000 or 0.36 * 1000?

SoC is the embodiment of Blizzard not knowing what the hell they are doing with many things in their game. This was changed to always proc in 3.2, and will have a second major overhual mere weeks later in 3.2.2.
By the way, the 3.2.2 change will once again render SoR useless for any type of encounter. Im glad they think these things through.

So, respecc'd to grab this. Noticed the actual tooltip says "when triggered by any ABILITY or attack" not just attack as the patch notes said. Will have to do some testing to see what that includes.
EDIT: So after some testing I have concluded that Divine Storm does NOT proc SoComm's new AoE and neither does Hammer of the Righteous or Shield of Righteousness... Only thing it seems to proc on with Prot is white hits... Seems SoR should proc it since it IS an ability AND attack that hits ONE target. Gonna put in a ticket to see if it is a known issue.

I have tried this seal as a pally tank to see if it is a good tanking seal to my numbers it
doesn't
cause more aggro than Seal of vengeance but it does cause more aoe aggro. Using this seal will make each of ur attacks cause a mini hammer of righteous effect which is nice. From what i have noted this aoe effect also proc from judgements so for those pallies who want an aoe threat seal i would suggest this one, for focusing on
one
boss alone i would suggest Seal of vengeance.

okay for prot pala's thinking of this for aoe seal, iv doen quite abit of testing
-it does not proc off JoL/JoW
-tested 100 times to make sure i was getting it right, and yes, it does proc off every hit off of HotR, but only on the targets HotR actually hits, it will not jump an extra 2 times for each HotR, the main target of HotR does proc fully

-mellee hits: duh yer
regardless, this is an amazing aoe seal, after a few runs with some really aoe happy dps, i found myself not even needing conc or HotR for packs of 3
for single target tps, SoV/SoCor wins hands down, plus you dont want to lose out on the 10 expertise vs a lvl 83 mob
not worth glyphing as prot since you wont OOM on trash anyways, (well you shoudnt, pull more if you are =p)

Does anybody have any feelings on the new SoC? No chance to proc, guaranteed hits with a cleave effect...
Is there a better seal for a retadin to use? Since this one is based solely off of weapon damage, I'd guess not, what with the fact that we use heavy-hitting weapons.
For any people who think the cleave effect is rubbish, I used to think the same way, but with all the crit talents it works out amazingly well when you're beating on five mobs with ret aura and this seal up. Maybe I'll change my mind once I get to 68+ but I rather doubt it.

The cleave effect has a surprisingly long range, which is nice for axing low-health runners near your target, but also kind of a %^&*er when you're fighting one mob across the room from a repented one and you manage to wake it up with the cleave effect.

Seems to proc off Hammer of the Righteous despite saying it won't.
Either way, this is a great Tanking seal that should not be overlooked, as it adds a Cleave to Judgment and Shield definitely, and thus puts your number of abilities that don't hit multiple targets down to ~1 (Holy Shield, but that can be procced by multiple mobs anyhow).

As of 3.3, this seal has become the paladin cleave:
For Retribution
However, this cleave procs off your autoattack and Crusader Strike, but will not proc from Divine Storm or Judgement
The cleaves crit seems to be seperate. IE it can hit your main target and still crit on the nearest target, and vice versa. This also applies to parry dodge and miss chances.
Although this seal has lower judgement damage than SoR, I personally find it the seal of choice for anything but raid bossfights, where you hopefully will use SoCor / SoV
For tanking
This seal seems like the better option for aoe tanking. With an attackspeed on your mainhand of 1.5-1.7, this seal will shine when you have to tank more than one mob.
The seal seems to proc from Judgements, ShoR, Hammer of Wrath
Conclusion:
If you find yourself to be dps'ing or tanking more than one mob at a time, SoC seems like the clear winner in terms of dps and/or threat. I can personally confirm that I've seen an increase in threat and dps, after beginning to use this seal again.
Edit: The seal seems to proc the cleave from judgements, but only as protection spec. Reported to a GM, but no response yet

In 3.3 this Seal is good for tanking mobs that die fast (such as running heroics or soloing old heroics), however for long lasting mobs (like in Icecrown raid) SoV is better.

This paladin did 11k on a three enemy mob in a 5 man heroic...tell me there's nothing wrong with that. They obviously weren't effected by the 3.3 AoE change.

I might add that for a leveling tank paladin, ret is a great spec for lower levels even for tanking, since SoCommand attacks multiple targets (like a cleave), and its glyph restores mana, making it great for multiple-mob pulls and not going oom on your because of your consecrates. Not sure about 40+ (when you can get Holy Shield in the prot tree), but from 20-40 at least, ret is the way to go, imo.

This Seal is now a CLEAVE. This is now Paladin's AoE DPS or Tank seal. Every melee swing or ability used(not all ability's) will now do addition Holy dmg to the target aswell as 2 target's near by.
Weapon speed:
Like most ability's that scale with weapon speed, this one also does. A slower weapon will get bigger SoC proc's because it is hitting less. Weapon speed will not change how much you melee is doing, but since a slower weapon makes the proc's bigger to compensate your ABILITY's such as Crusader Strike deal more damage aswell and will be casted the same amount of times regardless of weapon speed. So slower weapons DO do more DPS with SoC.

If you are confused when to use SoC here is some tips:
For both ret and prot anything that going to die really fast such as heroic trash your wasting your time using SoV over SoC so get used to using SoC in heroics as both specs you dont really need to bother switching for bosses altho if you want SoV does of course do more dmg on a boss.
The drawback of using SoC is you lose 10 Expertise becuase you are not using SoV with the glyph. As protection this is important, the expertise is also sort of an avoidence stat. Per point its better than dodge/parry til soft cap(26). If your like me you have 26 exacly(16 WITHOUT SoV). As Retribution Expertise is for DPS so its not an issue as long as SoC is raising you dmg.
Retribution:
I have found anymore than 1 target pulls to benefit over
SoV
. Anything that dies in under 20 seconds even if just a single target
SoC
is the way to go.
Heroics:
ALL
SoC
. Bosses you can switch but not needed. The new 3 ICC instances I do suggest useing SoV on any single target fights.
Raids:
SoC
for any trash pulls above 1 mob. ALL bosses
SoV
for sure exept for Lady Deathwhisper til phase 3, and Dreamwalker

hands down.
Protection
Hammer of the Righteous applies the SoV DoT to all targets it hits and in ICC the trash stays up long enuff to get this up to 5 stacks on all 3(or 4 with Glyph) targets you are cleaving and once built up is ALMOST as good as
SoC
for threat, exept you have the
Expertise
which if your set is like mine my soft cap depends on the Glyph. So you want
SoV
up as much as possible.
Heroics:
Same as ret.
SoV
on all bosses for the
Expertise
and more threat.
Raids:
SoC
for all trash pulls above 3 mob's
SoC
. SoV always on Bosses.
Boss fight's you should use SoC for is Dreamwalker, Lady Deathwhisper(Exept last phase, switch to SoV), Gunship, and Phase 1 Lich king if your add tanking.

Just reached it on my Prot Pally... best decision ever. I'm at 76 and the first dungeon I did gave me ~200 more DPS than usual and Seal of Command was my highest damage dealer (HotR was RIGHT behind it).
Usually SoV is around 5th in my DPS chart, so I'm very happy I got this. I recommend it for all tanking pallies.

Was thinking of using this instead of Righteousness to tank as Righteousnesses dmg drops right off with a fast wep.
1 Question: is the proc rate 'chance on hit' or 'fixed chance per minute'?
ie will I get more procs with a faster weapon?
with more hits and more procs and with both having the chance to activate vengance, i should constantly be @ +15% Physical and Holy damage.
BTW since command is based on physical dmg, does it get 2x the bonus from Vengance? 1st on the physical dmg its based on, and 2nd on the holy dmg itself -that would pwn!
Tho if Command procs per minute, I dunno if +30% dmg is enough to make up for the increased dmg from a slow weapon (+200%) :p

so if you have weapon crit like 5 % aha no crit from SoC in futur but!

Rewrite again: Actually, I keep seeing misunderstandings about SoC, so it is time to put this in order.
First of all, do not walk the Holy or Protection tree if you want DPS. Do not complain about DPS if you walked the Holy and Protection tree because of bad advice about the Retribution tree. There are a lot of old Pallies out there - mostly healbot types - who love to call Ret Pallies "retnoobs" and consider it a matter of dumb pride to not put a single point in there... to their own detriment.
Do not think I am putting down the value of a high critical strike rate, far from it, read below to see how immensely valuable this is for damage.
Here is what most people miss, two things:
1. SoC has higher DPS with slower, higher damage weapons. This also means STR is our first DPS attribute, not agility. We want as high of a crit rate as possible without sacrificing STR. If you are a rogue or druid cat then this is a different story.
2. SoC is based on weapon damage. This means that beefing up white damage beefs up SoC damage. But, a lot of the skills are beefing up white damage and gold damage -- so this is like double damage to SoC.
For instance, Vengeance gives a fifteen percent boost to white and Holy damage. As SoC is based on white damage this means you get nearly a double boost in damage from Vengeance.
Crits in white damage give that boost in gold damage, yet the SoC can crit itself. So that alone magnifies the value of critical strikes.
6% in two handed weapon specialization is 6% for SoC and the white damage.
10% in Holy Damage from Sanctity Aura is sizeable.
Divine Strength means 20% AP increase and this also effects SoC, however if you get that you will have to not get Improved Hammer of Justice which is invaluable in PVP. (We are lacking not in DPS but in control, which effectively translates into DPS.)

all the shammys and shammy lovers that have posted here saying they own palas have obviously never fought a reckoning spec pala, lets say your windfury crits all 3 hits, on my next swing you get hit 4 times. reckoning palas in grand marshall/AQ gear are almost unbeatable.
on the posted topic, SoC is not as good as windfury, but palas make up for it with other skills. reckoning pala vs shaman with the same level gear shaman loses, pure and simple
to the shammy who said he feared warriors, thats amusing, thats the class i am most confident about beating, as i can fully heal myself twice in any fight with a warrior, although i would never let myself get below 20% (execute is a killer :P) so in truth i have more than double a warriors HP, and if they dont have uber gear i can beat them using Smites Mighty Hammer from deadmines

I'm sorry but i use this site for help. I don't understand why people are commenting about shamans under paladins. Who cares who is better. If I want to know about shamans I'll look them up. Stuff like this just pisses me off because it's useless. Who cares about your petty arguments.
Now for my question that I was hoping someone may have commented on already. I'm a lvl 32 pal and in my training screen SoC rank 2 is listed but I cannot find rank 1. Has anybody else had this problem or do I learn rank 1 from a certain NPC?

im still lvling my pally so not sure how good soc is on higher lvls, i was half twinked on lvl 39 for few days and was basicly 1 shoting cloth on thos rare 3x crits(hammer, normal 500-600,soc 450, judge 400 wich was kinda overpowered,without vengeance tho, i grabed devotion aura and +to hit, so i also had around 40% dmg reduction.
Usualy i was top on kbs,dmg and healing aswell in bgs
As a rogue for the last two years i loughed at pallys how sucky they are in pvp but few good ones suprised me with efficent use of soc,hammer,repeatenc and judgeing... slaping on a judgement of crusade is also usefull depending who you fight since it gives +dmg and +crit
The most sucky thing about soc is that it can be dodged,blocked,parried, miss and resisted
But anyway in the end im gona end up as a healbot at 70......
And btw soc + wf totem owns hehe

I play a 69 pally with 41 points in holy. I put all my other points in ret for SoC and so i could solo and pvp more effectively. Works great. I was a little shocked after testing SoC vs SoR though.
I use The Oathkeeper (68 2h sweet mace). I figured out the time it takes for me to kill a lvl 67 raptor using SoR is actually a little faster, on average, than using SoC. This is with no HoJ mind you, but shouldn't SoC be hands down the best dps ability for us? Help me my brothers.... and sister.

Here's the deal. For all the paladins out there, it's solely on the player on how you're going to play your paladin. I am personally a level 52 draenei paly. I use the truesilver champion, the scarlet shield from sm and a decent mace which I can't remember that chance on hit, restores 50 mana. I solo alot and I believe that with ANY class a player must solo to fully understand and play his/her class because this way you'll be more willing to try out new moves and see how they fair for you. SoC out dpses SoR by far for the simple fact that with a two hander you're looking at no the actually damage but the damage that is stacking. SoC can be deadly in pvp and I've had times where they others take two crits from my normal and SoC extra attack AND Crusader strike and back up wondering how the hell did that just happen when they're already down to half or less of their health. SoR, however, is exremely more reliable for the fact that every hit is guaranteed that extra holy damage. Personally, I rarely use SoR unless I'm just straight out grinding or for some reason SoC isn't proccing as much as it should. You have to understand, a paladin will probably never reach in the high amounts of damage a dps warrior, rogue and casters can, but with extra attacks, a good two hander and some skill with moving around, you'll earn your opponents' respect real quick. Also, with the note on the shammy, a shammy is not to be underestimated when dual wielding with an up-to-date windfury enchantment upon their weapons because unless you throw everything you got, they'll probably out dps you in no time. Every class has its up and downs; it just depends on how you employ them. Gl all.

Although it may seem that the Righteousness can deal more damage because Command doesn't proc enough, there's still a few reasons why Command can be useful.
The holy damage dealt by Seal of Command can critical strike, triggering Vengeance. If both the weapon swing and Command crit, not only will the blow be devastating, but it will trigger Vengeance twice, increasing damage by 10%.
The second reason Command is also more useful that Righteousness is because the holy damage it deals can also proc your current Judgment. If you have Judgment of Wisdom on an enemy, you can gain mana back from both the physical damage you deal and the holy damage Command deals.
That goes without saying, Command has it's downsides. Like a normal physical attack, Command can be blocked/dodged/parried. And since it's also a spell, there's a chance the holy damage will be resisted like Righteousness can.
Without considering the higher damage you can deal when Judging Command over Righteousness, there is no real way of saying one Seal is higher damage than the other. Command has a random factor; it's based on luck. If you want more reliable damage over time, stick with Righteousness. If you want to rely on luck, Command has a much higher potential damage output.
Choose which Seal suits your play style and build, you can't simply say one is better than the other. I personally stick with Command, but that's because I'm usually pretty lucky with it.

Judge with crusader and this can hit really hard, equal to your melee damage. PLUS the holy or melee damage can crit so thats 2 seperate crit chances when it procs. However i must complain about how mobs can parry or miss the holy dam O.o Its magic how the hell can they parry or miss? Iv'e seen the parry or miss pop up in yellow when it procs so i know thats what their doing :/

Hmm...i was thinking, how about this.
U go prot, getting to 41 or 46 points in prot tree, if u put 46 points in it, u'd b lvl55 by that time, then, u start adding in the ret tree, put 5 points in the improved seal of might then 5 points in deflection, and then u have SoC at lvl65 o.o as a prot pally, u could use SoC instead of SoR and use SoC's judge when using hammer of justice, isnt it a good idea?lol

I've gone back and forth between this seal and SoR in my dps builds.
SoC basically gives your weapon a chance to do extra damage based on your weapon damage, although the damage type is holy. It counts as an extra physical attack; thus, it can miss, be parried or dodged. It can also crit, and the extra attack can double proc any judgments on the target like judgment of wisdom. Think of SoC as akin to the shaman's windfury weapon -- Immensely frustrating if you need it to proc and it doesn't, but absolutely insane when it does. It can only proc off of your white damage and doesn't proc off of itself or from crusader strike.
SoR is a bit different. It gives your weapon a constant dps boost that cannot crit. The extra damage that it does is actually pure magical damage; it gains boosts from spellpower, not from melee attack power. It can never miss or be dodged/parried, but it will occasionally resist. It's basically the bread and butter damage seal of a paladin, and useful to a pally of practically any type of build.
Level after level I switched back and forth and discovered this: I can't stand this seal! It is extremely unpredictable -- you could be sitting around in one mob fight waiting for it to proc and the seal would run out twice, never procing. In a different fight, it would proc each swing and the mob would die in 8 seconds. This unpredictability might be valuable if you PvP a bit, but for leveling I just couldn't stand it. I switched to sanctity aura and improved SoR. It might not kill things as quickly (sometimes) as SoC, but the kill times are about the same between mobs.
If you like this seal, more power to you. If you don't, try snagging sanctity aura and using SoR instead -- this configuration is what saved the DPS-side of pallies from my hate list. It does more than you think with sanctity, vengenace and crusader judged... often more than my non-crit melee swings... and it's reliable!

I don't feel like typing all the I's (regular swings that don't proc SoC) and -'s (swings that proc SoC) so I'll tell you the results.
I'm using a Black Metal Axe (Speed 2.10, 18-34, 12.4 DPS). I'm level 22, and I killed Murlocs for awhile.
I swung 295 total times. Of those 295 times, SoC proc'd 75 times. That gives me a proc/swing percentage of %25.4.
If you'd like to make it a "proc/minute" number, we could say 295 x 2.10 = 619.5 seconds = 10.325 min. 75/10.325 = 7.26 proc/min.
Personally I go with ~%25 proc percentage, but believe what you'd like to believe.
Things about SoC:
You'll know it procs cause you're character will spin around, and it'll sound like a "Raptor Strike".
Damage caused by SoCo with SoCr Judged exceeded my normal weapon damage every time.
SoCo procs can be dodged, parried or missed. Someone said they could be resisted, but I can't remember seeing it, so no comment.
I have no idea if SoCo will proc if your normal swing misses. I was just playing with percentages. Next time around I might check to see if "normal swing dodges, parries or misses" will proc SoCo.
SoCo, when Judged, does more damage than SoR when Judged.
SoCo will also do amazing damage every 1 minute (45 seconds with propper talents) given that you throw Hammer of Justice first.
Edit: Forgot to mention that SoCo procs can also crit, and are affected by your base crit rate...so the higher that is, the more SoCo edges past SoR.
So...with all that, here are my conclusions. SoR is much more reliable. I had a couple battles with 1 or 2 procs out of greater than 11 swings. When you're counting on that extra damage, and it doesn't come, it's extremely frustrating. During tests I was too busy checking off swings, so I was unable to Judge SoCo to add extra damage. Whether or not the higher judgement damage from SoCo makes up for the crappy proc percentage, I don't know. IF you DO get a fight where SoCo procs 5 times out of 8 swings, 4/7, 3/5 or 4/6, you will be absolutely astounded at how much damage you do, and how quickly as well.
One of the above posters might very well be right when he said that Sanctity Aura and Improved SoR would give you more damage without a doubt, but if you're a Holy Paladin first, like myself (Yay Shockadin!) then Sanctity Aura is too far into the Ret. tree. For me, I have a feeling that SoCo + Judged SoCr (w/Imp. SoCr) and a well timed Hammer of Justice followed by a judged SoCo will probably give me more than enough damage to write home about.
It's just too bad that once I get Holy Shock and Seal of Wisdom, I'll go into Judged SoW, SoW up, Holy Shock + Consecration mode, and have no need for SoC, except for that possibly necessary spike damage with HoJ.
All in all, it's a tough decision whether or not this will out-damage SoR. It certainly will if you use Hammer of Justice every minute followed by Judged SoCo, but unless you do that, the proc percentage just isn't good enough to beat SoR, in my humble opinion.

proc rate is 6.8 per minute, or once every 8.8 seconds on average, so you would need to get a 3.6 sec weapon to have a 41.6% chance 2.2 weapon would have a 25% chance. You also have to keep in mind that that unlike other procs ,like fiery enchant are which is a set amount of damage, this will have more damage on weapons that do more per hit(generally slower once). So lets compare the damager per second from this on a 200dps pali(attack power+weapon damage)with a 2.2sec and 3.6sec weapon
AVERAGE damage per swing on a 2.2sec = 440
AVERAGE damage per swing on a 3.6sec = 720
So since it goes of once every 8.8sec a 3.6sec weapon would give
81.8
extra dps and a 2.2sec weapon would give
50.0
extra dps + crit chance of course , but it definitely works best for Retribution palis with a high crit chance.
which is armor penetrating of course since its holy damage.

Seal of Command have an exact chance to proc on each white hit of =7/60*(your base weapon speed), so 42% with 3.6s 2-hander. The proc have 1 second cooldown, so it wouldn't proc multiple times from windfury.
It is possible to twist with this seal - having multiple seal effects on melee attack.
You need to either use seal of command immediately AFTER a swing attack (but before animation) with another seal if you playing on Private Server.
OR:
You use another seal with Seal of Command already active on you within 0.4 seconds BEFORE your melee swing is going to happen if you playing on Blizzard official classic servers.
It is an advanced technique which require you to have swing timer addon installed and a lot of practice.
