after new patch i decided to stay as pve build rogue and took this talent, but after testing it in group dungeons and raids, i found out that the proc is so minimal.
although stated 20% (offhand), my hand of justice trinket procs more which only have 2% proc rate.
i tried full "chance to hit" gear and get my misses down to 8% in AQ40 run, i counted average of 2-3 procs every 45 sec.
as relentless strike with 3 cp for 11 sec accumulation cp and finishing yield 25 energy which does proc often
In the mean time my oppinion is, combat potency 5 pts either bugged or << than relentless strike which only 1 pts.

Assumptions: 10% miss rate and you're in a raid environment, fighting a boss.
Strikes per Minute: (60.0 seconds / Weapon Speed) * Miss Rate = Strikes per Minute
Strikes per Minute (Slice and Dice): (60.0 seconds / ) * Miss Rate = Strikes per Minute with SnD
Energy Gain per Minute (Combat Potency) - (Strikes per Minute * .2) * 15
(60/2.8)*.9 = 19 ... (19*.2)*15 = 57 Energy per Minute (2.8 speed)
(60/)*.9 = 27 ... (27*.2)*15 = 81 Energy per Minute with SnD (2.8 speed)
(60/2.2)*.9 = 24 ... (24*.2)*15 = 72 Energy per Minute (2.2 speed)
(60/)*.9 = 35 ... (35*.2)*.15 = 105 Enegy per Minute with SnD (2.2 speed)
(60/1.8)*.9 = 30 ... (30*.2)*15 = 90 Energy per Minute (1.8 speed)
(60/)*.9 = 42 ... (42*.2)*15 = 126 Energy per Minute with SnD (1.8 speed)
Combat Potency is a great talent, but is far more beneficial to faster offhands, obviously. If you are using a slow offhand and have Combat Potency, you are missing out on a lot.

Combat Potency is undeniably a skill best used with a fast offhand.
Experimenting with the potential of Shiv + Potency with a 1.8 offhand, I can barely pump out 3 Shivs and I'm out of energy, while with a 1.3 offhand, it is almost always guaranteed that you can spam out 5 shivs in one full bar (global cooldown + energy regen + potency proc 2x/3x).
This ability made me opt to drop Whispering Blade of Slaying (1.8, 80+dps) for Unquenched Blade of Thirst in my offhand (1.3, 53 DPS). It is simply amazing how much more procs you can get with a 1.3 dagger over a 1.5 or a 1.6, that 0.3/0.5 difference cannot be underestimated.
If I am still specced combat after I have my 50 badges of justice, I fully intend to use the Searing Sunblade (1.3) in my offhand REGARDLESS of what my weapon specialisation is. The burst damage potential of chain potency under the effects of slice n' dice is simply not describable in words.

which has a fast 1.3 speed from botanica is the most suitable off-hand dagger for combat spec'd rogues (and therefore getting most out of combat potency) pre-raid/heroics, however dirge is also a choice if you can afford it (mats are 1500g+ on Blackrock). if you're combat specced, you should have already opted for a fast off-hand with SnD up at all times as well as the occasional blade fury, so don't cry low proc rates if you're using incorrect gear - as both skills together increases your off-hand attack speed (of your splinter) to 0.83, which is approx one proc every 4 seconds (of course there will be times when you get 3 procs in a row and other times no procs at all)

One of the most important talents for a combat raiding rogue. This is not a talent to be missed or only be partially filled. When combined with Slice and Dice and other haste abilities, this will proc incredibly often, increasing the amount of yellow damage that you are able to put out.

I was a combat fisti rogue once, i like the energy return i was getting from this and relentless strikes, but to be honest, the combat tree is built for people that like to have less control ina fight then say SUB spec, when i was combat i got off a CS and 2 SS on energy wait, with SUB i can get off a CS and 3 hemo's while waiting for energy....this is IMHO a raiding/pve spec, not a whole lot of arena / BG playing rogues go combat except the ones that are ina druid/rogue 2v2 team, its very hawt for energy return with a 1.5 speed weapon and with the spine from moroes and SND and blade flurry youll get an assload of energy but it seems to me that in the end a combat spec rogue will lose out to a SUB in the end, premed, prep, GS, CD and ShS = #$%^ and survivability

Now what I'm wondering is there a capped proc rate. Because at the moment I'm running Spiteblade MH (I'll be picking up the 103 dps badge MH in about 9 badges)/ 1.5 speed badge fist OH. Now reliably I can get my spiteblade down into the 1.8ish speed range with SND and a double mongoose proc (lower if I have my Drums of Battle going and I've popped Berserking). With the higher speed on the 103 DPS MH fist, (2.5), plus the inbuilt haste from it if I can get it closer to the 1.4 speed range is my energy return gonna skyrocket from this? I'm also thinking about regeming a few peices of gear for haste if this proves true. Any thoughts?

Wow! If no one has commented on this, I think i just might.
First off, this is pretty useful. If you can grab a fast off hand, your going to be getting a lot of energy right off the bat. Also Here's an idea:
Get five combo points, and use SnD. If your 70 it should increase you attack speed by 30%. You'll be noticing your energy go up. Also, your specced combat, so use it! Use blade flurry (20% speed increased) And you'll be getting 150% more energy.
Also, if you can, grab a trinket that increases haste rating...say something like
Abacus of violent odds

I agree with post above, and with a fast off hand it would work even better, Latro's would work very well.

Eh, the arena sword works quite good with this, every few hits I get 15 extra, I hit my slice and dice very often along with my abacus, blade flurry is always used when I need it.
