The quest is available to take prior to maxing out your inscription, but the ledger to sign is not. Thus, you can have the quest in your log but can't complete it until your inscription is Zandalari (or Kul Tiran) 150 or as in the case with Nightborne who start out with a plus 15 in inscription 165. Currently I'm at 151/165 and can take the quest, but not sign the journal.

Edit: Forget all I typed earlier. Apparently I was trying to sign the wrong ledger. It looked like the Priest of Gonk standing next to him had a ledger that was highlighted. That's the ledger I was trying to click on. That's the wrong one. The ledger you sign is on a small podium to the right of 记载者伽祖尔.

Dis is de Bloodbound Ledger. Signing your name in it let's you learn how to craft "blood contracts" which are rather dangerous, but worth de risk.

I only know one of dem and it is quite de rush when I use it because it... well, you'll see.
