It seems this book is in a room that has multiple other books in it. It is a plain looking book with a blue cover. After 5 full clears of the vaults I have not seen this room yet. I also noticed that the Teleporter Room did not appear in this week's vault for me. It seems you have to wait for the "correct" room to appear in one of your runs.
