This rare mobs is a tricky to defeat. Genrally it is in the fog clowd that makes you fall asleep in few seconds as you enter it.
So, you need to hit the rare to make the cloud disappear. Get on mount and run into the fog and use aoe skill right at the mark on the minimap.
If you have hit it,
沉眠帝王
attacks you and you can finally defeat it to get your loot.

For Hunters, there's a much easier way to get this rare than using the toy (which can be hit or miss and require multiple attempts with a 10 minute cooldown)
How? Change your spec to Beast Mastery and make sure you have a
蠕虫
with you. Put your pet on passive for safe measure.
Use
野兽之眼
and move your worm directly on top of the star. Once it is there, use
潜地攻击
. This should unstealth the Emperor, and after Burrow Attack ends, control your worm as a regular attacker. After this, drag the Emperor out of the mist (it's SUPPOSED to disappear, but it doesn't always), using your worm. After it's in range, cancel Eyes of the Beast by Right-Clicking it, and proceed to kill it. Stay away from it, as it can kill you very quickly with its close range AoE.
If the mist DOES disappear, cancel EotB and run to the Emperor so it doesn't leash and reset.

If you're a paladin, you can Divine Stead into the cloud and AoE to get the rare into combat. Bubbling alone does not work! Took a couple tries :)

Zempre
Another thing for Hunters. If you don't have the toy because, like me, you just didn't grab it, here is something else you can do. Have your pet engage a mob and then use eyes of the beast to lure it into the fog and above the rare icon. This will cause agro to the rare since combat is happening near it. Drop eyes of the beast and beat up rare. :D Worked for me!

I just killed this rare without using the toy. I grabbed aggro from one of the moths flying around nearby, they have a 15s poison that ticks every few seconds. The damage from it resets the sleep timer, waking you up.
I used it to get close to the middle, hit Wake of Ashes, tagged the rare and got rid of the sleep cloud. There are other ways I could've done it, but this one is pretty foolproof, and easy to reset if you mess up or can't find the rare in the duration.

sgtsolidus
There are probably much easier ways, but this is how I did it as Marksman without the toy(seems to be bugged at the moment).
Requires Volley/Barrage
Stand at the edge of the cloud and throw traps down in the middle of the area. The rare wanders a little so it could take a minute.
The second you see a trap trigger, use volley on top of it and the rare will appear.
Might be able to just Volley into the cloud but, since it wanders, traps make sure you get the right area.

Here's how I did it as an Unholy DK.
First of all, Lichborne didn't work, I tried.
What I did was I moved my pet to the Emperor (the NPC)'s location. Then, standing in between the NPC and my pet, I used Dark Transformation (with talented Unholy Pact), the damage from that link agroed the NPC and cleared the fog.
It dropped a nice ring with some good stats and also a defensive CD with the sleep :) Good luck :)

Tried standing in various locations to get this mob to appear. Any kind of AOE effect, Rain of Fire, etc. aimed in the middle of the cloud will dissipate it and the mob will appear.
As a hunter I didn't have that, but I tried using my Barrage as close to the edge of the cloud as I could, and eventually the cloud disappeared and the Rare appeared.

As a hunter, I ran into the cloud just a ways in, in the general direction of the rare (I could see the skull on the minimap), and strafed the area with barrage. You have a few moments time, before the sleep spell hits you and transports you away. The cloud dissipates and you can kill the rare without problem.

Get a

For the unholy Death Knights. Send your pets into the cloud so they are standing near the spawn, use anti-magic shell to get further in, then put death and decay down close to the spawn mark. I still fell asleep and got ported out once anti-magic shell wore off, but the rare was revealed by my death and decay and my pets tagged it for me. The fog cleared so then I was able to go and kill the rare.

I found a really easy way to do this as a hunter, after all of the other suggested methods failed me.
Use the "go to" command to send your pet into the middle of the fog, then misdirect a nearby mob to the pet. Have the pet fight it, and the rare will aggro, dispersing the cloud.

The best way to get this rare by Warlocks (better than using Rain of Fire) is to send your Voidwalker or Voidlord into the middle of the cloud and then command it to do the spell: Consuming Shadows (drains 104 health from all nearby enemies) this is amazing at pulling this rare, and usually get it on the first go. With Rain of Fire taking dozens of goes, and not as successful, using the pet works perfectly!

I used the poison you get from the various moths and it doesn't last long and the tick takes awhile so you still can fall asleep for short periods interrupting you.

If you get close to the mob, you'll be able to see him but you fall asleep before you can attack him. I did this as a Prot Paladin (Venthyr, though that didn't matter). Ran in on my mount and got dismounted. Used my Divine Steed to keep going to the approximate location that the mob is at and cast Consecration. As I started to fall asleep, the mob pathed through and got hit with the Consecration which made the fog and the debuff go away and allowed me to kill him.

For those who have taken the Venthyr as their Covenant;
Get as close to the edge of the mist as you can get and as near to the rare spawn point as possible.
Use Door of Shadows to get into the fog.
Cast Swarming Mist as soon as you materialise.
Run towards the rare spawn point before you doze off.
This was enough to cause damage to the moth and drag him out of the fog to take down. You will have aggroed him enough that he will flap towards you whilst you wake up.

Earthbind Totem down as close to the marker as possible. I will get teleported out of the area, but the moth will be visible and I will turn around and hit it will a flame shock ASAP to keep it engaged. Sometimes I will have to do it twice as the moth will reset itself due to the latency of the stun, but generally it works the first time.
When fighting, walk out of the blue circle to prevent stuns. If you bring a tank stitch pet or drop earth elemental it will keep the moth in place and allow you to strafe in and out of the fighting area without getting stunned, which can sometimes reset the fight.

For
Hunters
out there part of the
Kyrian
covenant, needing a different take on this. Use the '
move to
' ability to move your pet to where the '
rare mob icon
' is visible on the mini-map. Use your pet as the marker, and place your
Resonating Arrow
ability on top of it, and this will draw the rare out of the cloud - thus making the rare attackable.
I used other advice given, like using
flare
, and this sadly didn't work for me...

The mob must have a buff of Magic type on them to create the invisibility / cloud around them, as I did this on my shadow priest by climbing the big bark wall to the east of the spawn location, then casting Mass Dispel toward the base.

If you're a shadow priest like me that has to hit something to AoE...
Get the poison from one of the nearby moth, place a turnip in the middle of the fog and Mind Sear the turnip.

This is how i did it:
1: Set pet on passive
2: Target pet (so u can see the dot)
3: Move pet to rare-icon
4: Misdirect on pet
5: "soft" shot on nearby beast (beast runs to pet)
6: Stop shooting
7: Set pet to defensive
8: Rare wakes, fog vanish
9: Kill rare and beast
Didn't need anything but bow, pets and hunter ability's
Wild spirits didn't work for me.

As an Afflic Lock I just had my tank pet grab up the nearby Runestalker, moved my pet to the middle of the cloud after he got aggro, and popped phantom on the Runestalker. Ran in and GG. Be sure to run in tho, you will pick up aggro from phantom and it will reset the rare if you're still standing outside the fog zone.

I just did this on my Arms Warrior. It was so simple!
I flew over the center of the area and dropped. As soon as I started to drop, I engaged Bladestorm. It hit the boss and the sleep effect dissipated.

Necro Arms warrior - I found 3 ways to do this while farming Butterflies from this guy:
1) Heroic leap - a bit dodgy, I usually miss and get ported out.
2) Fly into the center and bladestorm-- again you have to actually hit the guy for the fog to go away.
3) Unity - get onto her back, run into the fog, and mash her #2 (beam) ability while moving the beam/mouse in a 360 pattern. Almost always works for me.
Unity (or one of the other constructs) should work for all classes too, so no need for an innate pet.

As a Night Fae Monk I just used Flying Serpent Kick to quickly reach the middle of the fog then Faeline Stomp to agro the mob and get the fog to dissipate. Easy kill.

Since I am a slow 52yr old USMC Combat Vet hitting the early stages of dementia and reading the comments which are excellent, but I had to do it my way Night Fae and not Night Fae as a Hunter... So here it goes.
1) Go to Tranquil Pools (stay mounted) and get 4 stacks of Triple bite from the Devouring Hydras (60.7/42.2).
2) Make sure pets are out.
3) Use Exhilaration and health pot since you will be half health after 4 stacks.
4) Before you become stunned, just before entering fog shoot flair and throw traps like a PvP who hey.
5) You will be stunned but target Emperor as pets are out you do the smack down with Intimidation.
6) Fog lifts and you then can commence making the Emperor another victim of your trophy mantle and get cool stuff too.

It spawns at around 59.5 46.4, which is near the tree in the east of the sleeping cloud area. I find riding in and using an AOE in that area is the easiest way to hit it and start the encounter.

Had to get creative with this today since I was a necrolord BM hunter at the time I attempted this so I didn't have any AoE that wasn't centered around my pet. Flare wasn't cutting it no matter where I dropped it. So I used the Move To button to move my pet to about where I figured the Slumbering Emporer was, then I shot a nearby mob with Barbed Shot. Since I have the Stomp talent, that caused my pet to immediately stomp the area he was standing in which woke the Emporer. Honestly surprised that worked. :)

As a druid, I engaged a moth to get the debuff. Then I ran into the cloud and waited until it tried to put me to sleep. Note that entering the cloud changed me from moonkin to 'basic' druid form. Since the debuff is still up, the cloud didn't put me to sleep At that point, I used Typhoon (you do not need to be in balance form to cast Typhoon). I tried this several times in which I cast Typhoon as soon as entering the cloud, with the debuff. I never worked. The first time I let the debuff stop the cloud from putting me to sleep once before I cast Typhoon, it worked.

Rogues can sprint into the area and use fan of knives(assassination) but you have to make sure you're right near the npc so you can hit it. Dies quickly so of you was a different spec you won't really need the abilities that requires daggers.

The guy is standing at about 59.39, 46.67 if you're trying to drop AoE's on his location or looking where to run. As a shaman I jumped in, layed down tremor totem, and pulled out earth elemental, and he pulled him for me, ezpz.

For any non hunters and comfort people out there who still havent kill this rare, there is a twig right over this rare, just get to the highest point and jump down, fall damage will cancel sleep effect.

As of 9.2.5, my BM hunter's gear causes me to kill just about any non-elite in Ardenweald really quickly. However, I also didn't want to remove some unknown quantity of my gear and take a long time to kill the rare. I found a nearby pack of runestalkers, had my pet taunt one of them, quickly put pet on passive so she didn't damage the runestalker, then used pet's Move To ability to go to the rare's star on the minimap. When the runestalker got to my pet, I cast Multi-Shot, which caused my pet to cleave and took the rare out of hiding/removed the sleep cloud. He's quite easy to kill with 9.2.5 gear, once revealed.

Demon Warlock
1) Get close to fog
2) Summon Felguard
3) Move Felguard to middle of fog on top of rare icon on mini map.
4) Activate Felguard's "Felstorm" ability for AOE damage.
5) Emperor wakes up, agros, fog lifts, kill.
You may need to use a Health Funnel on pet to keep it up if you're not high or geared enough, and you may need to bandage yourself, but so long as you've got a healthstone and a soulstone on yourself, honestly you should be fine enough.

I think most of the comments here pre-date flying. Today (9.2.7) I just flew into the middle and aggroed the moth, the sleeping cloud disappears as soon as you enter combat with the moth.

I was really struggling to figure out how to get this rare as a warrior post-Shadowlands. Blizzard has made it so higher level characters are pretty much immune to DOTs from lower, so no luck with the nearby moths or many of the toys. But it was as simple as heroic leaping into the cloud and bladestorming, hitting the rare before I was put to sleep. You have a couple of seconds so an AOE spam is your best bet if you don't have a pet class.

These are beautiful instructions, no matter which class and specialization you are in.
The most significant issue has been which direction you try to approach/enter the cloud.
If you try it from the north to south, it does not work because the NPC is far enough away that you don't have time to do damage.
Even with my Frost DK and a huge AOE area, I could not reach it soon enough - even when using the Abominable Limb.
If I entered going South to North, I hit him immediately. This happened with my warrior and BM Hunter as well. A priest friend, dropped in and just start spamming Holy Novas and was able to finish it pretty quickly.
Consistently from the South to North route.

I fell asleep many times, tried to aoe all over...but nothing happened.
Saw that you needed thorny thingy to get in with the rare...
Saw how far it was to get one, so I just said screw it and activated my nitro boost on my belt (engineering)...
RAN IN AOED, and it revealed itself. I am certain I wouldn't even need any items to get this.
