My guess is when you hit renown 30, these start dropping rarely, as I'm getting them and my buddy is not.

Edit, 12/9/22- Drops from Rasnar the War Ender, Worldcarver A'tir, Battlehorn Pyrhus, Rohzor Forgesmash, Turbois, Death's Shadow, Shas'ith, Ancient Protector. Looks to be once a day.

You can buy these from 玛奇萨 except she is in valdrakken (couldnt find an npc link to that version).
When you have bought the Dragonriding Set and the 3 Dragon Scrolls she sells 瓦德拉肯联军徽章 for 10 艾泽拉斯骑手会徽章.

With patch 10.2 you can now buy reputation using 飞珑石
切尔宁 the vendor sells all of the faction tokens and can be found in valdrakken at

/way Valdrakken 38.48 37.31
or you can visit one of the respective dragonflight factions in order to buy those tokens for that specific faction.
