I did it as Dracthyr
To get 高阶鸦语者 quest all you need to do is the campaign quest it must be (Story Progress 5/9) so you can get the quest >> here is the starter quest >> 斯克提斯的暗影 it will take 30 min as lvl 70 to do the camping to 5/9 do it until you get Anzu <Raven God> NPC in the city and it will give you 狂热的鸦语者 do it until you get 高阶鸦语者 after you finish it you can visit 泽塔尔 so you can buy 凤凰灰烬护符 for the secret pet 愿翼凤凰

How to get the pet:

Step 1: Before you start, make sure you have done the Worlds of Draenor campaign quest at least 5/9. You can check from this achievement 前有鸦后有虎. You can also confirm this by going to 52,40 in 阿兰卡峰林 and check if you can see 泽塔尔. If you can see him, go to step 3. If not, go to step 2.

Step 2: Head over to coordinates 37,18 in the northern part of 阿兰卡峰林 and find 阿兹克, who will give you the quest 斯克提斯的暗影. Keep doing the quest chain until you are at least five out of nine from the campaign quests, where at that point you will have 安苏 give you the quest 狂热的鸦语者. Go through the questline until you get to the quest 高阶鸦语者, which will take you to visit 泽塔尔 and you are now able to purchase items from him. Now that you know you can see 泽塔尔, it’s time to start the grind!

Step 3: To purchase the 凤凰灰烬护符 from 泽塔尔 you need one 闪耀凤凰余烬, 20 惰性凤凰灰烬 and 10 神圣凤凰灰烬.
闪耀凤凰余烬 - You can only get this item when the Cataclysm Timewalking is active. Find a raid group for 火焰之地 and defeat 奥利瑟拉佐尔, who will drop the 闪耀凤凰余烬 for everyone in the raid group. No previous quests are needed to get the item.
惰性凤凰灰烬 - This item drops from 灼热元素 at Fireplume Ridge in the center of 安戈洛环形山. You are going to need 20 of these and unfortunately, the drop rate for this item is pretty low. Ideally you join a group and everyone can loot each other’s mobs. The 灼热元素 shares its spawns with 有生烈焰, so make sure you kill both.
神圣凤凰灰烬 - Head back to 阿兰卡峰林 and look around for cookpots around the area, and you will find the 神圣凤凰灰烬 inside of the cookpot. These have a respawn timer of between 15 to 30 minutes, so if you don’t really want to be flying around empty cookpots, just sit and wait for the ash to respawn in a cookpot and keep doing this until you have all 10.

Step 4: Once you have the above items, head back to 泽塔尔 and purchase the 凤凰灰烬护符. This is just one of the items you need for the pet.

Step 5: Next you need to collect 20 灰烬之羽 and 15 焖燃的凤凰灰烬 from the 觉醒海岸.
灰烬之羽 - To see these items, go to 格里伏塔 and purchase 灰羽护符. Using this item will give you a 1 hour buff enabling you to see 灰烬之羽 on the ground close to 熔岩幼雏 and 熔岩凤凰.
焖燃的凤凰灰烬 - These drop from 熔岩幼雏 and 熔岩凤凰 in the 觉醒海岸. Item is a bit of a rare drop so be ready to dedicate some time farming these.
Tip: Purchase the 灰羽护符 before you start farming the Smoldering Phoenix Ash and collect the Ash feathers at the same time.

Step 6: Once you finally have all the items, that is, 1 凤凰灰烬护符, 15 焖燃的凤凰灰烬 and 20 灰烬之羽, head over to 盲者塔尔金 all over to the west side of the 觉醒海岸, coordinates 16,62, where he will have a quest called , which will give you the pet in exchange for the items you collected.

And gratz! You’ve got yourself the 愿翼凤凰 pet!
