In case you have no clue where to pick this up. It's a billboard style sign actually called Warchief's Command Board. One in each of the major cities, and two in Orgimmar.

Thousand Needles has been completely changed, and it is now a fantastic (watery) quest hub. You get your own boat, you fight pirates, you help an ice-cream man perform quests in the middle of the a lake for some reason... what more could you want‽ Oh yeah, and there's goblins.

Do you have to clear off the other Warchief's Command Board quests in order to be able to see this on the board? 'cause I'm 46, and I can't see it...

Yeah, my lvl 79 mage could not get the quest off the board or from either person in fereals or dustwallow marsh..wth

Same happened to me and I'm 43.
I thought I had to finish the previous warchief's command zone first (in my case Dustwallow Marsh) but no, when I return to Thunder Bluff the sign was still unavailable.
The strangest thing is that I can get the quest to start Eastern Plaguelands from Undercity and is actually the same.

On a side note: I got 千针石林任务 while just going for the end quest by doing all it's pre-requisit quests and some side quests that were in the same area. (Also did a chain started with but afaik this is not needed.)

描述

[All able bodied members of the Horde are hereby ordered to report to Nyse at Mudsprocket. Join the Horde forces fighting against the renegade Grimtotems who dominate the area.

Nyse will provide you with transportation to the front lines. She will be waiting for you at Mudsprocket's inn, tucked away in southern Dustwallow Marsh.
