The ancient seat of the pandaren empire has been hidden for generations, shrouded in mists and walled-off by impassible mountains. The waters of the Vale are believed to have mystical powers... which has attracted the attention of ancient enemies as well as power-hungry factions within the Alliance and Horde. What secrets lie buried below this mystical font of power?

As told by the NPC
漫游者楚
in the Kun-Lai Summit:
Twelve thousand years ago, it was the seat of Mogu power, the heart of an empire. Legend tells of sacred pools there, the source of Mogu magic that allowed them to twist and shape flesh. But they could also be used for healing miracles. That is, if you believe in the legends.
After the Pandaren revolution, the Celestials agreed to seal away the Vale so that the power of the pools could never be used for mischief.
Who is in the Vale now?
Hardly anyone. It's guarded by a group called "The Golden Lotus." Members of the Golden Lotus are hand-picked by the Celestials to maintain a vigil over the Vale, but few are chosen.
Wang Chung also gives you
白虎寺
, which is the starter quest to enter the Vale of Eternal Blossoms.

a tip for all those who like to explore everything before leveling up: the southern-most flying path, on the walls, can be unlocked without being at level 90 doing a little Prince of Persia action, just access the walls from the tower in kun-lai summit (shado-pan fallback), walk south, then go past the square surrounded by the walls themselves (the one with a giant scorpion inside it); as you get to a point where a closed door stops your path walk at its side, on the ledge, then jump. You are now on the southern section of the walls, in front of a dungeon entrance and of the flight master

I unlocked this at level 88. Definitely does not require level 90 to enter. It appears the quest is available at 87. See:
白虎寺
You travel to North East Kun-Lai Summit to unlock the gate.
As other said, you can parkour your way to it early, but there are no quests to speak of before you unlock it, I think.
Zone run-down:
Upon entering, you recieve the quest "Into the Vale":
进入山谷
Then you get what (I think?) is a faction-specific quest to go to your faction's new city:
Horde get The Shrine of Two Moons:
双月殿
Alliance get The Shrine of Seven Stars:
七星殿
Also, for anyone confused as to how to reach "Jaluu the Generous", there is a small passage to either side of Mogu'shan Palance which you can take up to the instance entrance. Once you are by the entrance, you can take the stairs down to where Jaluu is.
And for anyone who was wondering:
there are currently portals to all of the capitol cities, including shat/dal
. However, none of them are click-able at the moment (at least for horde).

Are you L85, and just went on a Mote of Harmony grind, just to find out that the gates are closed on you? Don't worry about it!
If you've got a method of slow fall then Krystel (or Horde equivalent) and her store of goodies is almost within your grasp!
By now you've made it to the gate in the Kun Lai Summit. Instead of scratching your head, look to your left. You'll see some mountains.
With a minimal amount of mountain-climbing skills (like, really minimal) you'll be at a point that has maybe a 20-degree downward angle view at the crack between the gate and the mountain, on the Vale side. That's your target.
Mount up (you'll need that 150% run speed boost), aim carefully, and RUNANDJUMP, then HITYOURPARACHUTE! Please be careful and try not to wiggle too much on the landing. I remember landing just barely catching an outcropping of the ledge, but my autorun wiggled me just off enough to fall and do it again.
It really is a very doable jump, and once you've gotten it once it's even easier to repeat. Note that a lot of the zone will still be empty, and there might be some...interesting phasing issues, especially around the eastern gate. But using this tactic I was able to get my three Golden Lotuses without spending the approximately 2.1k gold that the Auction House was charging.

You can go to the top of the Shado-Pan Fallback in Kun-Lai Summit and access the top of the great wall from there. Jump off of it in to the Vale and you're there!

At level 87 I was able to get to the Temple of the White Tiger and then into the Vale. I received a "go talk to" quest that took me to Mogu'Shan Palace but then was told I to come back when I was more experienced by the NPC. There were no other quests available, but I was able to talk to the vendors, there are portals for me to all of the Horde cities as well as to Dalaran. I was also able to pick up the fly point.

A method for the lazy: queue up for Mogu'Shan Palace, die, use the spirit healer. You'll get res sickness and item damage, but it's an easy way to get into the vale.

Early Entry into the Vale:
Kota Kan Method / The Burlap Grind
Open up the

quest at Kota Basecamp in Kun-Lai summit.
(

Ride Kota Kan south from the base camp to the Shadow Pan Fallback.
Use his jump ability to hop over the ridge into the Vale.
Dismount quickly when the warning flashes or else he ports back to Kota Basecamp.
Easy cheesy. No fall, no damage.

This zone is not for leveling! There are no leveling quests in here, save one breadcrumb quest. Do Kun Lai summit until 90 then come here and do your daily grinds.

You can also get into the vale by means of
虫洞发生器:潘达利亚
. The vale is one of the landing spots for this item. Feasibly this engineering tool could be used anytime after 85 (because it requires
祥和之灵
).

I jumped over the mountains and into this area as a level 86. I was just exploring and screwing around. Wasn't difficult at all with a Rogue.
On the hills to the left of the big gate in Kun-Lai Summit, there are some goats or some hoofed creatures. I just used Shadowstep to get up there and after that I was at the peak. I jumped over and bam, right next to the Shrine of the Two Moons.

As of Patch 5.3, the Big Blossom Excavation and Mine will be added to the Vale (most likely through phasing), being situated in the southern section of the Summer Fields between the Golden Pagoda and the Shrine of Seven Stars. This is a result of Garrosh's surveying of the continent to find artifacts and instruments to weaponise the Horde's might.
Sadly, there are more changes to this zone: the once beautiful scenery has been desecrated by the Sha and they roam the changed landscape. The Heart of Y'Shaarj has awoken twisted beings that decimated the landscape and brought blows to the environment, most notably the Golden Lotus, the giant mogu statues and the Golden Pagoda.
Screenshots of the destruction and a new Vale map for 5.4 can be found here:
http://www.wowhead.com/forums&topic=214761#p3447867
http://wowpedia.org/File:WorldMap-ValeofEternalBlossoms.jpg
Additionally, the entrance to the new Siege of Orgrimmar is located in the Summer Fields in the south-west of Mogu'shan Palace. The raid then follows the story-line of the desecration of the landscape, and the players and NPCs' efforts to restore some balance and rid the corruption plaguing the Vale. The adventurers also venture to the Scarred Vale to do battle with the Fallen Protectors, and underneath the land to the Pools of Power and the Vault of Y'shaarj to vanquish
Immerseus
and the
Sha of Pride
.
And finally, after you defeat Garrosh, Lorewalker Cho will turn up and offer the quest
Why Do We Fight?
, a quest that triggers a cutscene when completed. I will not spoil it, but it is definitely worth completing.

You won't be able to see any Herbs or Ores in the Vale of Eternal Blossoms until you start on Golden Lotus quests. They're in a different phase.
Just in case you were flying around like me, and wondering why the zone was devoid of resources.

Gettin into this zone was failry easy as a druid. Right to the left of the shado pan fallback there was a goat up on the hill, i just bear-chared it and i could pretty easy jump over. Also found that shape shiftig made fly a couple of yards forward.

How do you phase in to the vale? I know how to get in but I want to know how to be able to kill the rares I find.

Ok, so I have the reverse scenario - How to get out of the Vale to the BMAH on a lowbie alt when no one will give you a lift!
I was able to procure a portal to the Shrine but I'm on such a dead server, I couldn't find anyone to give me a lift to the BMAH (whereby you can run back and link the flight paths up). So how on earth does one get a level 21 toon out of the Vale?
- At such a low level, most of the later phased mobs haven't kicked in, so you can roam around quite freely.
- I got past the Golden Stair no problems and proceeded towards Ruins Rise (behind Guo-Lai Halls). Here I died several times as there are a stream of Mogu mobs which spawn and march past. However, this is advantageous. When you die in the Vale, you are able to fly!
- Eventually, I flew up to Ancestral Rise. This was deliberate as the next Grave Yard is located up here. There are some Reliquary mobs up here (Alliance beware).
- Headed up to the back corner where the
水银守护者
is located.
- He doesn't attack. Behind him is some crumbled wall embedded into the rock. Some jumping using it as steps gets you up onto the rock and walking into Kun Lai at Shado-Pan Fallback.
- If you're Alliance and the Reliquary mobs don't agree with you, use your death to fly up onto the Wall. From there it's an easy walk along the wall, collecting the flight path as you go.
Yes, it will be painful and time consuming (even more if you're on a PvP server and people are picking you off as you go). But if you're trying to get to the BMAH for goodies on a bank alt and people aren't will to help you out, you can help yourself! :D
Good luck!

Since 5.4 released, I've been wondering....
Would the Vale of Eternal Blossoms still be in it's beautiful state if you had got through a different way before you triggered the quest that opens the doors to it?

Blizzard seriously out did themselves with this place. in my opinion, its the most beautiful environment in world of warcraft, and the fact that garrosh pretty much destroyed it just makes me hate that arrogant arse-hat even more!

I'll never forget how I reacted when I saw the first images of the Vale in patch 5.4; it went something along the lines of, "WHAT THE FLYING #$%& HAPPENED TO THE VALE?"
It was then followed by a single, bloodthirsty roar. "GARROSH!"
This is what an expansion should be; an adventure to a new land that evolves as time goes on, for both good and bad.

level 85. from binah village, go south west, to the mountain near. your zone will change to valley of eternal blossoms. strip and aggro something. wait to die. resurect at graveyard. bingo.

Easy exit from Vale on low level Alliance toon.
1) Take path from Shrine between Sha areas then hug the southern mountains by taking path around black sha area and over the mine.
2) Go through the Tu shen burial grounds, most mobs are engaged. A couple will kill you eventually (if very low level), but that is okay. You can rezz at GY in Mistfall Village farther on.
3) From Mistfall Village GY run across dry steam below towards Setting Sun Garrison, will probably die to wolves or hawks once or twice, but it's a fast run.
4) Take path Northwest from Setting sun Garrison and hug the Serpent spine Wall. Just past the Gate of the Setting Sun a Mogu hiding around a corner will kill you. As long as you die near the wall at that point, you will rezz at GY on Top of the wall.
5) From there go north to get FP on the wall at Shado-Pan Fallback then head anywhere you want. :)
Alliance path:
http://imgur.com/a/AulYa#7
For Horde, head south to Golden Pagoda, across the Golden stairs, (mobs are dead now), then cross country to the wall. The key is to die next to the wall north of Gate of Setting Sun. You will rezz on top of the wall.

Got there as level 85 by (in order):
Go from The Jade Forest via a bridge to Valley of the Four Winds, near Pang's Stead flight point.
Go to the flight point called Grassy Cline. From there, go up the stairs into a zone called The Veiled Star.
North to the Ancient Passage and, when inside it, take the left route.
Now when you're in Binan Village, go West until you're at the Shado-Pan Fallback flightpoint.
There you'll find a door which you'll enter. Go up the stairs until you can walk on the wall.
Walk on the wall for a short distance. You can hop down the wall on the left side and into the zone.

Super easy to get in here as a Demon Hunter. Enter Kun-Lai and follow the mountains west, there's a ridge where you can jump straight from the Kun-lai side over to the ledge above Vale with a bit of double jump + Fel Rush magic. Then just glide on down :3

Anyone know if Zidormi, or some other NPC, is around that could 'turn back time' in this zone?

This zone is well and truly bugged in the pre-Nzoth assaults phase. Quest markers don't seem to display. Can't open it up on the map, you have to be IN the zone to be able to see it on the map. I've submitted a bug report and I urge anyone else that experiences issues here to do the same.
