If you would like to have matching boots, you can get Landfall Chain Boots from the Horde Pandaria starting area.

If you would like to have Pants instead of a Kilt, you can use Honorary Combat Engineers Chain Leggings. You can acquire them from a quest at the beginning of the Horde starting area in Pandaria.

You have to follow these quests in order. You can get the boots right away, but the pants take a few quests in order to acquire them. Not really hard at lvl 100.

If you have already done this quest line and do not have the quest items, you will have to wait until the Legion pre-patch in order to see them show up in the new Transmogging system.
