This version of the set comes from the once-per-rotation quest to run the warfront instance, and is strangely absent from the sets tab if the in-game collections window.

Overview Warfront Transmogs (their max itemlevel versions):
The parts of these sets can be obtained once per cycle as quest reward for the warfront (like 战争前线：激流堡之战).
It seems that you only have to collect one type of either horde or alliance armor to get the matching appearance for the other faction too.

This particular set does NOT show up under the Set Appearances tab. You will get this set by completing the weekly quest 战争前线：激流堡之战 or 战争前线：激流堡之战. Do not get this confused with the set you see listed under "Warfront". The set that shows up under "Warfront" can only be completed by getting pieces of gear off of the rare mobs out in Arathi, doing World Quests in Arathi, and Emissaries.
