Considering the other two sets like this are called "Vileweave", suggesting warlocks, and "Riven Priesthood", suggesting priests, I'd assume this was intended as the Mage's Broken Shore armor.

If you don't like the (awesome) helm, or simply can't get a hold of it:

Warlocks: Felsoul Cowl matches the set rather nicely.

Priest: Hood of Dying Light matches fairly well, especially in Shadowform.

All: Mana Scavenger's Mask (and its Normal-mode lookalikes) are a subtle, perfect match for the set. There is also Flickering Cowl, but I'm not sure how it looks outside of Shadowform.
