Tier 16 is a 5-piece set obtained with tokens from 决战奥格瑞玛.
There are three different colors: 528 gear from LFR, 540 from Flex shares colors with 553 from Normal, and 566 from Heroics. This is the heroic color.
These tokens are turned into tier from vendors at your faction's shrine:
Alliance: 劳瑞·暖心 (Heroic)
Horde: 图阿霍·开山 (Heroic)

Tier drops are as follows:

Helm: Heroic tokens from 嗜血的索克 (Wing 3) in 决战奥格瑞玛.
Shoulders: Heroic tokens from 攻城匠师黑索 (Wing 4) in 决战奥格瑞玛.
Chest: Heroic tokens from 傲之煞 (Wing 1) in 决战奥格瑞玛.
Gloves: Heroic tokens from 纳兹戈林将军 (Wing 2) in 决战奥格瑞玛.
Legs: Heroic tokens from Klaxxi Paragons (Wing 4) in 决战奥格瑞玛.

In addition, 加尔鲁什·地狱咆哮 drops a special tier token that can be redeemed for any slot, like 受诅征服者精华.

Matching accessories:

Waist: 迦拉卡斯 or 加尔鲁什·地狱咆哮
Feet: 伊墨苏斯, 迦拉卡斯, or 马尔考罗克.

As far as I can tell, there are no matching legs for this set. In fact, the chest piece look-alike is not a full robe, but only a chest piece! The closest match I can find is the monk set look-alike: 影踪派传承战裙
