There is a quest that is not the 30 runecloth. I think the quest was called Sacred Cloth. He asks for 2 Mooncloth for the boots quest.
I was 299 tailoring at the time I got the quest and learned the pattern (at quest completeion he just teaches it to you, he does not hand you a pattern).
I don't know if a certain tailoring skill is required to for the quest to be available. But that may be why the previous poster only had the quest for the 30 RC.
Faction requrement - friendly
Hostile to unfriendly - ? reputation points (it didn't seem like I had to do 3000 points to go unfriendly, but I may have)
unfriendly to neutral - 3000 reputation points
neutral to friendly - 3000 reputation points
friendly to honored - 6000 reputation points
I used a reputation plugin to show me how my reputation was advancing. The south camp, and the camp by the tunnel only give you 5 points per mob. The named one in the south camp is 25 points however. At some point, I could get an additional quest by the tunnel to kill the ones at the northern camp near him (maybe at neutral). I still just AE bombed the south camp.
There is also a questgiver for faction on the winterspring side of the tunnel (in case the fellwood side is camped).

I am halfway through neutral after grinding all trhough lvl 48, and I have gotten two green drops and a lockbox. And the greens was not that good either, a blacksmith recepie and some leather shoulders of the owl. As I'm to low lvl to grind the ones in winterspring I have to stick to camp in southern felwood. Maby the other mobs have better drops, but this guys are worthless, the only thing worthy of AH is the +200 Mageweave cloth.

so again its a lot fo work but the payoff is big!
Anyways, the way I faced it was...to first come across the furblogg in the north camp by the tunnel and get the quest (it gets you extra rep points ontop of killing them and is repeatable) and then head south of the camp and the you'll find the gryphon point! Instead of running back and forth, take the gryph to astraanar and run north...skins almost 5 mins of your run! when don head to astraanar and take gryph to felwood (cots about 7 silver...but is worth the time).
When you eventually hit neutral run through the cave (DONOT kill the timbermaw...you rep goes down almost tripple to what you gain per kill, NOT GOOD) across a small bridge in the cave and strait out the other side...if youy die once its better then to ruin your rep! Once across you'll find a winterfurblogg, get that quest and head east. I don't think their is any difference in rep gained, but again its extra rep and XP! This quest is not repeatable i dont think..but hey its XP!
ANYWAYS...goodluck! I'm a 60 gnome and those pants are def. worth the time and effort..even take some friend tailors and go AOE the camps...teh rep will rise like....*scratches head* a snail, heh but still!

Edit: After patch 1.9 (released Jan. 2006), Grazle was moved to the side of the road near the Deadwood Village in southern Felwood. The quest, "Timbermaw Ally" is only given once, but you can turn in Deadwood Headdress Feathers that drop off the furbolgs for faction. The latter is a repeatable quest.
Nafien, a named furbolg now stands where Grazle used to. He gives the one-time quest "Deadwood of the North," but he also takes feathers for faction.

After reading the posts, I'd like to contribute how I learned the pattern for the Mooncloth Boots. I am a L60 human shadow priestess, and when I started this endeavor, I have 300 tailoring and an unfriendly faction. To get the quest to learn the pattern, you must have friendly faction with the Timbermaws.
Improving Timbermaw Faction - Quests
Grazle, a furbolg outside the tunnel in northern Felwood, gives the quest, "Timbermaw Ally," which sent me to the Deadwood Village (L48 ish) in the far south of the zone to kill a certain number of furbolgs. My suggestion is to party, so you don't compete, and you can clear the camps faster, thus improving your reputation in less time. Also, the named furbolg is worth more points, so make sure to say hi to him as often as you can. Lastly, I think the quest is worth the very long run, if you feel like it. I don't know exactly how much it contributes, but I know it does help.
"Timbermaw Ally" is the only accessible quest from Grazle until you reach neutral or 50% into neutral. Then you get "Deadwood of the North," in which you kill L54 ish furbolgs in the Felpaw Village, west of Grazle. Again, killing the named and doing the quest improve reputation faster. Once you have friendly faction, Grazle would no longer give you any quests.

Salfa, a furbolg on the Winterspring side of the tunnel (to the left when facing the tunnel), gives the quest "Winterfall Activity" only when you have friendly faction with the Timbermaws. At neutral faction, he won't give me the quest, and since you only need friendly faction to learn the Mooncloth Boots, you won't have to do this quest unless you want to.
Learning the Pattern - Quest
Meilosh, a named furbolg in the middle of the tunnel between Felwood, Moonglade, and Winterspring (when facing the tunnel leading to Moonglade, he's to the right), gives 2 quests. You cannot speak to him unless you have friendly faction (and your "At War" box for the Timbermaws in your reputation settings is unchecked). One of the quests asks for 30 runecloth. You get an armor piece as a reward. The second quest, called "Sacred Cloth" asks for 2 pieces of mooncloth. I brought runecloth (not bolts) and mooncloth with me so I got both quests and finished them right there. At the completion of "Sacred Cloth," I found the Mooncloth Boots in my Tailoring patterns list.
Other Miscellaneous Details
Getting friendly faction took me a long time: a few hours a day for several days. Faction quests are completed more quickly when a mage and a priest duo (shield + instant AoE owns).

well i don't think tehre is any oint in doing the quest... what what quest it is... get a mage help u and just heal him when he AoE... then u get rep 2 and it's so much faster then all the other crap....

i'm human mage 60 and i gain 11 rep with 2 mobs. (is the 10% bonus of the human).
with the future 1.9 patch blizzy'll add some reward with this faction... i hope also add some new quest...

If you want to go for exalted, don�t turn the feathers in till you reach reverd. Once you reach revered, Deadwood Headdress Feather and Winterfall Spirit Beads are the only way to gain much reputation. Blizz removed the old kill quest with 1.9! So u�ll need 2100 of em to reach exalted or u got to kill the bosses 1400 times(15rep at rvered) Oo

I would like to have the pattern, but i havent found the mobs who drop enough felcloth to make mooncloth with.Can anyone tell me where to farm for felcloth?

I've always had a fair drop rate on felcloth from the demons in the middle of Felwood. As long there wasnt alot of people grinding them i got about 5 an hour or so.

im a lvl 56 feral druid and i got the rep quick just doin quests and handing in the feathers and necklaces that furbolgs drop (necklaces r in winterspring). pretty easy to get 6000 rep i think + its good for others patterns that come available from a furbolg in timbermaw hold.
anywho im a lvl 275 tailor and i can do the quest. just thought that might be helpfuyl so that ppl no wat lvl they cud be b4 they can do the quest. :)

Can someone plz, state what is the recomended lvl to start farming the furbolgs?
I am lvl 48 atm, and have tailoring at 285.
I really want to get these boots at 52, and since I've read that in order to get the faction up you might spend up to 3 lvls there farming I want to ask if at 48, or 49 I would be ok to go there.
Also can I have some more details on how this q beggins? Or do I just walk in there and start killin?

there is absolutely no reason farm rep. for this pattern as Burning Crusade is out.Mats for M. boots is too expensive and after 1-2 hours playing in Outland you should have much better eqipment.I guess, most of blue eq. from Azeroth is useless crap soon after you start make q in Outland...

My experience contradicts a lot of what has been said here. I had to do the quest only twice to get to neutral. I killed more than the quest required the first time, which probably helped.

Is this quest available to Horde? Thott lists it as Alliance quest only.

Furballs (Deadwoods) give 5 faction points. Chieftain Bloodmaw however gives 25 faction ppoints. You need to kill 600-1200 per faction level to raise it (3000 faction points).
Unfriendly - 3000 faction points, 600 kills
Neutral - 3000 faction points, 600 kills
Friendly - 6000 faction points, 1200 kills
Kill the higher levels one in the NE or the weaker ones in the SW, you get the same faction.
Both faction quests are only worth 5 faction points so don't go out of your way to do them. If you are passing by the questgiver at the tunnel and have quest log room take it, still not worth it but wth.
At halfway through friendly you will get the boot pattern if you have 2 mooncloth. Also if you have 30 runecloth there is a quest to get 100 faction points.

The quests are worth more than 5 faction points. I believe that it is 25 points also, but my UI mod doesn't display it that way, so I can't give an exact number. The quest to do the Southern Furlbogs is worthless, not worth the travel time. The quest to do the Northern ones is close enough to be worth it. That quest opens up exactly halfway through Neutral, and closes once you get to friendly.
To get the formula, you do a "quest" which involves forking over 2 pieces of Mooncloth to an NPC in the cave. You gotta be friendly, and you gotta have 280 in Tailoring. You get "trained", there is no pattern (imagine the price at the AH if there was).

Deadwood Furbolgs aren't the only ones that will increase your rep with the Timbermaws. The Winterfall Furbolgs in Winterspring will also do this, but they are higher level than the Deadwoods.

Note that for a healer it seems to make little sense to grind rep and pay hundreds of gold for mats for these boots, when at 60 you can do less obnoxious rep grinding (by running ZG) and pay less in mats and you'll be able to craft the
