One of the most powerful set bonuses in its time. Shadow Priests were highly coveted in Wrath because of this, frequently topping charts on many fights--10-11k DPS is the norm (on Saurfang) in ~264 gear.

How it worked: Haste values are wonders for SPriests for a variety of reasons. Mind Flay was the main filler spell, and the set bonus allows the Shadow Priest to avoid clipping their Mind Flay in order to refresh DoTs/Mind Blast, making the rotation a lot more forgiving. Mind Flay was sectioned into 3-part damage, and clipping it required you to end it the channel at the first or second section because higher DoT uptime and Mind Blast triumphs a complete Mind Flay channel in DPS. This wasn't an easy task to accomplish with latency. With the set bonus, it allowed SPriests to full-channel it without much detriment to their DPS as the "haste value" allows this.
