This debuff does not appear to prevent reputation and Stygia gains from quest turnins.
I just turned in "Eye of the Scryer" and received 850 rep and 425 Stygia while I had this debuff

The “Eye of the Jailer” at the top of the screen is very large and it gets in the way of things.

The addon MoveAnything can be used to move the display, but the trick is finding the "name" of this new display.

As it turns out, it is under the Battlegrounds & PvP category, and the "name" that works to move this new display is the Battleground Scoreboard.

Hope some find this helpful.

This WA mainly solves the problem that the Blizzard's eye of the Jailer does not display detailed threat values, while trying to keep the interface simple and beautiful.

Features

Showing current threat tier and details
Customizing color at different threat tiers
Hiding blizzard's eye of the Jailer to save screen space
Animating threat increased amount
Threat tier tooltip (same as default UI)

Is there a way to move the placement of Eye of the Jailor on the Interface? It is often in the way when targetting larger mobs. I've tried looking in MoveAnything but it doesn't correspond to anything that can be moved there. I can't see anything in new addons in CurseForge either. Has anyone found a way to shift its position?

The eye resets daily.

I'd recommend getting your dailies and main maw quests done first, then elites/bonus objectives.
I learned this the hard way when I was killing rares and objectives. I missed out on two dailies because of the debuff.

The debuff is a stacking debuff (over time) that reduces the amount of healing you can receive (food, bandages, and I believe pots/healthstones).
Once at 100%, you receive a shadow damage dot that deals damage over time. You don't receive damage if you are in the starting area (near the trader).

This doesn't work as straightforward as you'd think. I've had it advance to the next tier from mining ore, which seems pretty stupid.

What most amuses me about this is that the thing that most causes this to advance is completing a quest (not handing it in, but just completing it). You'd think it would be by killing things, not no evidentially the Jailer has access to our Quest log!

I am not at all interested in this (NO LONGER CALLED A) rep grind or any other (no longer called rep grinds)

Promising that there wont be any rep grinds needed this expansion then renaming them seems more like politicians' behaviour than a senior developer's

getting a 24 hour you can't play this toon in this zone debuff looks like some idiot appeased a lower employees stupidity because one of it parents is a shareholder.

its not amusing blizz and I'm sure most people would prefer that this thing just disappeared.
