This might not seem like a particularly useful anima power -- especially since it's listed as epic quality -- but there are two factors that make it better than it seems:

The tooltip completely neglects to mention that the dot can stack up to five times. When dealing with enemies with enough health to spam Wailing Blast against, the dot adds up and actually does some pretty decent damage.
You'll find multiple copies of this power. Each one increases the damage output by 100%. With two or three aural fractures under your belt, this dot will be doing the majority of your damage against bosses.

All in all, this is definitely a go-to power whenever it comes up, second only to getting enough self-healing.
