Received a 184 of this conduit from a Calling bounty.

After testing, the effects of the conduit (at least the Evasion part) have a 1 second internal cooldown. My 184 version grants 2.6 seconds of cooldown reduction on Evasion for each hit, so what this means is that even if 20 mobs are beating on you, you can't reduce Evasion's cooldown more than 26 seconds during the Evasion buff (2.6 sec CDR per second for 10 seconds).

Given that the Cloak of Shadows reduction comes from something on a 15 second cooldown anyway, my assumption is that every kick, even if used on cooldown, would reduce Cloak's cooldown. On my 184 version, it's 5.2 seconds per Kick (must be successful interrupts as the tooltip states).
