This quest is not super clear... here is what you need to do:

First, kill enemies around this area, once you kill one, wait for a few seconds for your buff to drain power from the corpse and apply it to the weapon.

Second, once you've killed enough and your gun is charged, your extra action bar will show a new ability, you can then target a full health mob and kill them with the extra action button to get 1of the 5 kills you need.

Third, go back to the first step until you kill 5 with the extra action bar button.

There is no indicator telling you how many mobs you have to kill to charge your special ability. If you remember to stand in the area where you killed a mob, it seems to take about 3-5 kills before your weapon is charged and the extra action button shows again.

Just be careful with the recoil when using the quest ability or you might end flying through a cliff.

What I noticed, although it's partly assumption:

It took me only 3 kills each time, but may vary. Note that the buff that empowers the weapon can stack, although I couldn't time the second kill well enough so that its 2-stack run fully empowers the weapon. Even got so far that the bar showed 100% and glowed, but required another kill to activate the blaster.
There also seem to be some kind of 'tag' system, attacking mobs that others already are attacking mobs may not qualify you for the buff. Haven't tested this in a group yet.
You need to be close to the mob to gain the buff that charges the blaster (although I've now seen it work at caster range, too, might've been the tag system instead)

You dont need to kill that many mobs for this quest to get complete. When you have killed a mob, stand still for a few seconds and the meter will increase a lot more.

There is currently no Quest page for this Daily;

Once you've accepted the quest, you are directed to kills mobs in the near by area of Sindragosa's Fall.
A new 'tracking' bar, labelled "Power Containment Module" then appears, showing 0/100 when empty.
On my UI, I had a bar at the top of my screen, so your location may vary. It used the "Alternative Power" bar in ElvUI.

In ordet to fill the bar, you have to kills mobs, and then wait while a buff drains the power from the corpse, into the Containment Module.
This buff was called Accumulating Energy lasting for 12second per kill, which in turn filled the Containment Module by ~30%
According to the spell, it should be 3% per second, for 12 seconds which would be 36% but I never managed that from 1 kill.
It also stacks upto 5x; This would fill the whole bar, with one group of four mobs. No point in pulling more than five per go though.

I found:

The two mobs that appear to count for the quest are the Vrykul Necrolord & the Frostbrood Whelp, you can ignore the Cultists.
If you moved away from the corpse, you would stop draining, so killing and waiting was required.

Once you'd filled the "Power Containment Module" to 100, and new button would appear, allowing you discharge to Combat Nullifier 07-X
This would one shot either of the Vrykul Necrolord or the Frostbrood Whelp, and knock you back.
It used either the "Zone" or the "Boss" button in ElvUI.

Simply rinse and repeat the "Kill / Fill Bar / Discharge" x5 to complete the quest.

To me it didn't matter whether I killed Cultist, Whelp or Vrykul for this (both to charge it up and use the gun), but it seems you need the KILLING BLOW, not just a tag - even though a visual sometimes still appears when you have tagged something (but giving 0 charge).

This makes it much harder to complete on an undergeared alt. It took me around 30-50 group kills to get to 2/5 before realizing this, and after that I had to spend quite some time soloing mobs and trying not to get the kill stolen.

Doing it on my main afterwards went much, much faster with almost every kill properly giving credit.

I left the area to kill a rare and the charging bar was gone when I came back. Talking to Binkie Brighgear lets you pick up a new Nullifier and continue the quest, but dropped the charge back to 0%. It did not reset the number of mobs blasted.

There is a buff called 能量转化模组 on you, when you are on that quest.
Be carefoul when zoning out (like for killing rares), the buff goes out.
Simply go to 宾吉·明链 once more (73.14 35.60) and ask her for another blaster ("I've ost my blaster. Do you have another?") and you can again gather the energy.

It took me 4-5 kills for a full charge, then I had to use the special action button on any mob within the quest area. Things to note:

The charge bar disappears if you fly off to kill a rare.
The charge bar disappears if you go anywhere near the edge of the quest area. Beware.
Re-entering the quest area won't make the charge bar come back. You need to talk to the quest giver (and you will lose any accumulated charge)
Mob damage doesn't count, only kills.
Using the charged weapon has a cast time and can be interrupted.
