The +10% mastery stated in this passiv is multplied by mastery factor.

Mastery works with mastery factor. You have X amount of mastery rating equal to 1 mastery point for everyone. This number of mastery points is then multiplied by the mastery factor which is different for each spec. For exemple, Subtely Mastery factor' is 2.45 which mean 1 mastery point equal to 2.45% mastery.

So, this passiv give Subtely rogue 24.5% mastery insteed of 10%.
For Assasination rogue it is 17% since mastery factor is 1.7 etc...

On BFA at lvl 120, 72 mastery give 1 mastery point. If you want to know what is the mastery factor for you spec you can do this calculation :

*Factor = Mastery factor
*Rating = Total mastery rating shown in sheet
*Score = Mastery percentage shown in sheet

Factor = (Score*72) / Rating
