This Faerie's Blessing is received after using a Pinch of Faerie Dust, one of two items that grant Faerie Wings allowing players to fly in Ardenweald for up to one (1) minute. Players need these Faerie Wings to complete certain quests like Pupa Trooper and to engage the rare Old Ardeite.

Pinch of Faerie Dust drops randomly from mobs in Shimmerbough. Use the Faerie Dust and you receive a Faerie's Blessing which only works if you remain in the Shimmerbough.

The second item, Basket of Enchanted Wings, can be found in a variety of places within the Shimmerbough. One convenient location just below where Old Ardeite hunts is in the first alcove to the left as you cross the bridge from the Heart of the Forest. It's always active so you don't have to rely on chance drops. I've submitted a few screenshots for easier location / identification.

Click the Basket and you receive a similarly named, but unique, Faerie's Blessing which (currently) allows for flight even outside of the Shimmerbough.

After use of either item, double-jump and you'll sprout Faerie Wings. If the Faerie's Blessing should end while in flight, then you receive a Faerie's Whisper which allows you to land safely.

As of this posting (12/2/2020), depressingly, this item has been nerfed AGAIN: the buff disappears after leaving the immediate area in which it is found... which means no more using it to find and loot treasure chests.

Super. Lame.
