Copied from the legion's page for this talent. Re-tested in game (live, patch 8.0.x), still accurate/relevant:

Well, the description doesn't mention it, but so far it seems this talent only procs off of kills that can grant exp, and I assume (haven't tested that) honour.

Update for completeness' sake, according to icy-veins: "It is important to note that it does not require the killing blow, only having dealt damage to the target within a second of it dying."

In other words quite useless for older trivial content, e.g. running old raids.

Useless for everything but doing World Quests. For current content, the other two choices are preferable, and in the older content it does not activate. Unlike what's written there, it only works on killing enemies THAT GRANT EXPERIENCE or honor.
