The speed bonus is 8%.

So since these boots already have the equivalant of the minor run speed enchant, get
Enchant boots: Fortitude
the +12 stamina in a low level BG will be golden. Just my opinion

I know the items with minor run speed don't stack with enchants but do the items stack with eachother? I've been thinking of getting some AB boots and the Explorer's Walking Stick to equip while running through instances and such

The mathematics behind how movement speed effects stack with each other is debated, but appears to be actually quite simple. Most on-foot speed effects do stack with each other, and likewise mounted speed effects stack with each other as well. The highest rank of Sprint, for example, temporarily increases a Rogue's movement speed by 70% (that is, the Rogue is moving 170% of the speed of an unmodified character). If this Rogue got the Minor Speed enchantment on his boots, which gives an 8% speed bonus (allowing the Rogue to run 108% of the speed of an unmodified character when not Sprinting), he could then Sprint at 183.6% of the speed of an unmodified character (because 1.70 * 1.08 = 1.836). If a Shaman were then to cast Frost Shock on the Rogue (which temporarily slows movement by 50%, among other things), she would then be able to either catch or run away from the Rogue, who would now be moving at 91.8% the speed of an unmodified character (because 1.836 * 0.50 = 0.918). Most experiments seem to bear out the fact that movement speed effects stack by multiplying in this way.
he fastest sustainable speed on foot, not in a travel form, might consist of a Hunter with a Runeblade and the Minor Speed enchant under the influence of Aspect of the Cheetah, which would lead to a total of 151.6%.

If you want a live preview of your runspeed you can always use MonkeySpeed or another addon to check your speed. I'm currently running with 116% speed - 2 of these on the same time.

No it does NOT work with mount. This should be obvious as the tooltip says "Minor *Run* Speed".
Does your mount not run? You should take it to the vet, it could be sick...

"Running" usually describes the velocity at which you are moving (in indefinite terms) whereas "galloping" describes the positioning and movements of the feet/hooves of quadrupeds.

In Warlords of Draenor, the mechanics of run speed enchantments has changed and they now all stack
additively
if they are self-applied.
For example, you can equip an item with this effect, enchant it with run speed, and it will stack; the percentage values will be added together.
More specifically, e.g. you can take any of the boots from the "Used by" column above, enchant them with Blurred Speed or Pandaren's Step, and the result will be an item that increases your movement speed to 120% if no other run speed effects are in place (10% from the item plus 10% from the enchantment).
You could add other effects, such as a Draenor cloak enchantment ("Gift of ...") and it will add another 10%, and so on. It also stacks with some self-applied speed buffs from talents, such as the Rogue "Nightstalker" talent that will increase run speed by 20% while stealthed (in the above example, a rogue with those enchanted boots equipped and the talent "Nightstalker" will have 140% run speed while stealthed).
