So far this expansion this has felt like a very underwhelming artifact spell. A hot fix today changed it to add the buff to the casting paladin's raid frames. Maybe that will help it feel a little better, but it's cast time, combined with the pittance of a single-target heal and the buff to only two spells, applied randomly, make this ability seem very confusing and weak.
