River's Song: 4 RPPM on melee attacks that land, or are dodged, or parried.
Dancing Steel: 2.3 RPPM on melee attacks that land.
Colossus: 6 RPPM on melee attacks that land, or are dodged, or parried, with a 3-second cooldown.
Elemental Force: 10 RPPM on damage or spell damage/healing
Jade Spirit: 2 RPPM on spell damage or healing, 50-second cooldown.
Windsong: 2 RPPM on damage, or spell damage/healing.
Edit: As of 10/15/12, Windsong and Elemental Force now proc on all damage and healing, including melee, ranged, direct and DoT.
They now trigger on the new "Real Procs Per Minute" (RPPM) system, which is weapon speed and instant attack independent and fully detailed in this blue post.

Edit 2: As of patch 5.1 Dancing Steel, Jade Spirit, River's Song, and Colossus are on the RPPM system also.
Edit 3: As of patch 5.2, Dancing Steel now has a 15% greater chance to activate.

Given that most healers will want to avoid spending much time under 25% mana, you probably won't see too many spirit procs unless you or your raid are doing something particularly poorly.
If we assume that you have a roughly even distribution of mana loss over a five minute fight, you'll spend 75 seconds under 25% mana. This means you'll get 1 to 2 spirit procs, both towards the end of the fight. If you assume that you get 2 procs, for 12s each, this averages out to 60 spirit, average, over the course of the five minute fight. If timing leaves you getting only 1 proc, you're talking about 30 spirit, average.
Compared to Heartsong, which averages out to a little more than 100 spirit, the mana regen half of this is surprisingly lackluster.
And, given that proc-based throughput is not generally a great option for healers, you might see healers, especially those struggling with longevity, continue to use Heartsong instead of using this.

Not really very good unless int is VERY much higher than your secondary stats, since their combined uptime is much higher on windsong. The spirit portion for healers probably won't proc all that often either. You don't spend most of the fight under 25%, and when you ARE under 25%, you don't cast at full speed for max procs. It might compete with windsong, but it's not going to be hands down better like Power Torrent was.

Jade Spirit is still working like the old triggers:
Jade Spirit
is a 12 sec. buff - 10% proc chance, 50 sec. ICD, Roughly ~22% uptime or Avg constant effect: ~340 Intellect (and roughly 150 spirit if below 25% mana)
Earthsong
is a 15 sec. buff - 28% proc chance, 20 sec. ICD, Roughly ~54% uptime or Avg constant effect: ~108 Spirit.
I still prefer the old one as healer.

There is debate as to whether or not Windsong is actually better for fire mages over Jade Spirit. Here's the math around the subject:
Windsong Effect: 2 Procs Per Minute (PPM), 1500 bonus to Crit, Haste, or Mastery (at random), lasts 12 seconds
Jade Spirit Effect: ~1 PPM (50 second CD, 10% chance on spell damage), 1650 bonus to intellect, lasts 12 seconds
Using an aggregate secondary stat score of 1.863 (from personal SimCraft results, (crit (2.17) + haste (1.84) + mastery (1.58)) / 3) the values are:
Windsong: 1.863 x 2 x 1,500 = 5590
Jade Spirit: 4.22 x 1,650 = 6,963
If my math is correct, this puts Jade Spirit about 24% ahead of Windsong in my case, however it would take a pretty huge swing for Windsong to close the gap on Jade Spirit. I imagine other classes/specs will likely have similar looking math.

using this data, jade spirit is better for casters, but by even less than your calculations suggest.
Jade Spirit: 6,963 (30 sec) + (50-12) sec cooldown = 6,963
Windsong: 5590 (60 sec) * (30+38)/60 = 6335.3
This calculation isn't quite perfect but it should be close over lots of playtime. Whether it is really worth the 6k gold it costs for that (6963-6335.3)/4.22 ~150 avg (~10% more) int boost is up to your personal discretion.

confirm that Jade Spirit no longer has an Internal Cooldown. I just tested this, and had it proc 3 times within 20 seconds.
On another note, I had some trouble tracking this proc with an addon like NeedToKnow. After it got changed to RealPPM entirely, the buff is no longer cast by yourself, but rather given to you by the enchant itself. To track it, you need to disable
"Only show if cast by self"
or any equivalent option in similar addons.

Now elemental force and windsong both can be enchanted on wands... cause i currently have windsong on my wand...
does any one know if the new enchants also will go on wands, or if it is a waste of the mats because it wont proc anyway?

If you're putting this on an heirloom, don't do what I did and upgrade the heirloom after you enchant it or you'll have to spend money on another enchant.

If placed on an heirloom, will continue to proc even when wielded by a character who brings the iLevel above 600. (Which is as expected according to the text)
