Paladin-only quest.
Just do as the quest suggests. Talk to Lord Grayson Shadowbreaker in Stormwind's Cathedral District at the coords 37,33

It leads to two quest chains:
1) Emphasis on Sacrifice http://www.wowhead.com/?quest=7637
2) The Work of Grimand Elmore http://www.wowhead.com/?quest=7641

Although the level requirements for the fast land mount was lowered from 60 to 40 in patch 3.2, this quest still only becomes available at level 60. Blizzard might want to adjust that to level 40 in a future patch.

This leads to the Paladin Epic Mount Quest. However, this quest series is not needed anymore. All you have to do is go to the Rider trainer to get Epic riding and then talk to Paladin trainer again to get Epic Charger.
