漆黑天灾石 is used to return the quest in /way 71,0, 21,7

The best way to get 漆黑天灾石 is by killing rare bosses in Icecrown, when one rare spawn will appeair the skull mark on the map (20 minutes to respawn).
I got 43x 漆黑天灾石 on my first kill.

NOTE: If you want a specific rare, starting from Blood Queen Lana'thel, these rares spawn in the following sequence:
So, to know when a specific rare will respawn, see which rare spawn for last and add 20 minutes per rare until you reach the rare you want.

69x 黑化天灾石.

You can earn 3 银色嘉奖 by collecting 25 漆黑天灾石 that drops (besides the rares) from 复生的保护者 by 15% & 寒骨啮咬者 by 5% and trade them with 精锐北伐军战士奥利卡·塞加德 who is at ♦ /way 71.0, 21.6 ♦ by completing 漆黑天灾石 as many times as you want!

TIP:
You can also use 25 黑化天灾石 which are dropped by the same mobs, to get 1 银色嘉奖 with the same NPC by completing 黑化天灾石. It's not that much but, it helps.

It appears that you must complete the previous daily EACH day before you can turn in any additional stones. Essentially, if you finish your dailies, then grind rares for a couple hours, the next day before you can turn in any stones, you MUST take the initial daily, loot more stones to be able to turn more in. Absolutely horrible decision.

The quest giver disappeared shortly after 2:00 PM PST on 11/23/2020. Not sure what to do with all the stones I had ready to trade.

The quest to hand in the stones is indeed gone and I doubt that it will return, but on a brighter note, 北伐军战士阿迪瓦尔德·铁须 has been relocated to the Argent crusade tent (that's the large square one in the western part of the tournament grounds).
So you can still use your 银色嘉奖 to buy stuff.
