Tower entrance at /way 51,9, 33,4

You need kill Cult Researchers to get Collaborator's Hood & Collaborator's Robe (not 100% drop rate).

Just here to confirm that the entrance to find the cultists is at /way 51,9, 33,4
It only took me about 6 kills to get both pieces. Very easy if you've gotten your 100 ilvl gear upgrades from the event :)

Wowhead, you have this listed as an Alliance only quest, it's both. I'm Horde and I got it from 十字军战士蕾茵 with the follow up on the second foothold location /way 45.00, 44.80.

Which isn't surprising as during the first foothold quests, both Alliance and Horde were able to tag and kill the last mob and both get credit for the kill and completion of the quest.

Don't fly around for 10 minutes, like me, flying around killing cultists on the higher level. They are inside a cave. Entrance is at /way /way 51.9, 33.4 and the two items drop very quickly. This is also a Horde quest in addition to being an Alliance one.
