This is a calling quest. Calling quests encourages players to engage in various content in different areas in Shadowlands. At any time there are 3 callings available, and all players, regardless of Covenant has the same objectives, eventhough the name of the quest can vary.

This specific quest ID is for players who have chosen the Kyrian covenant. The quest is both started and ended at Xandria in the covenant sanctum, Elysian Hold. Other players will have the same objectives with the following IDs

Necrolords players, see 晋升堡垒的挑战.
Night Fae players, see 晋升堡垒的挑战.
Venthyr players, see 晋升堡垒的挑战.

To complete this quest, either travel to 晋升堡垒 and complete the specific world quest 不忠的居民 which can be found in the north-west corner of Bastion, or complete any of the dungeons that are found in Bastion, which are 通灵战潮 or 晋升高塔, on any difficulty (Normal, Heroic, Mythic, or Mythic Keystone).

If you're not able to hand in this calling because Xandria isn't in the Elysian Hold, you might need to complete Chapter 4 of the Kyrian Campaign that starts with

This chapter takes Xandria out of Bastion and she's in Maldraxxus instead.

To complete 晋升堡垒的挑战 you need defeat 瓦里诺 located in Bastion when the Weekly World Quest 瓦里诺，万古之光 is up (weekly rotation with another World Bosses).
To defeat this guy you'll need a group.
I got 大主教本尼迪塔斯的回忆 on my spriest (first try).

The "Challenges in X" Calling quests can be completed in Mythic + Dungeons (in addition to lower difficulty dungeons but I could not find it listed anywhere if Mythic+ dungeons awarded credit so I came here to fix that) relevant to their respective zones.
