I sent a scout to speak with Guard Captain Josephine in Redridge. They have yet to return.

Heads up, if you go to Darkshire and find nothing except a bunch of hostile Watchers and no quest NPC to turn in, you might be a rogue who didn't finish your assassination artifact weapon quest chain. In my case, I had Preparation active in my log. Finish your assassination quests, obtain the artifact weapon, and then check Darkshire again.
