This quest is unplayable for me. I start the trial, get ported down into the arena, and then i constantly phase back and forth between the trial and whatever fight is going on. I can sit in the witness chair but I can't do anything. Anyone else have this problem? Or a solution?

starting quest without a cutscene and phase changing every 2 seconds, and when sitting on the chair the quest action bar isn't available

I was able to finish this quest doing as follows:
accepted the quest and got teleported to arena, waited for the first part to be completed, joined random raid group from finder, left the group and then sat on the chair for the next part. Somehow after leaving the raid group the phasing stopped and also the ability bar was showing correctly while sitting on the chair(it shows after specific dialogs are finished).

As of this comment, this quest is still bugged. The courtroom set phases in and every couple of seconds. Per the other comments here, I tried joining and leaving an auto-accept group in the group finder. I stayed phased while in the group, but the bug persisted when I left. However, I was eventually able to complete this by listing my own group. If joining and leaving another group doesn't work for you, trying going under custom in the group finder and listing yourself as "don't join" or something of that nature.

If you are stuck in the witness chair phasing in and out of the trial, here are the steps for the workaround:
1) Abandon the quest (you will get ported out of the arena)
2) Create any group in group finder, "don't join" under Custom or whatever, you don't have to do anything special with it
3) Re-accept the quest and speak to Commander Daalo to restart the trial
4) When you get ported back into the phasing arena, leave the group you just made. The phasing should stop. If everything has gone correctly, then once you get to the witness stand, you should gain a special action bar that allows you to select answers when asked questions.

For anyone using ElvUI trying to complete this quest before pre-patch, you may need to disable ElvUI or re-enable the hidden blizzard boss frame.

When I sat in the witness chair the boss action bar didnt appear for me, upon disabling the interface it appeared fine.
