Last part of the achievement "Tides of Vengeance".
This starts with the quest War is here of the War Campaign.

Edit: I was on the ship in the Harbor and got the quest automaticly. Was sent to Dazar'Alor to talk to King Rastakhan, which stands next to Bain Bloodhoof and Princess Talanji (around the quest table 'Scouting Map', up the stairs next to the innkeeper).

If you've come here looking for help finding where to start this quest, it won't be available until 1/22/19 with the Dazar'alor release.

In EU the patch is supposed to be released 1 day later on Wed 23rd. My battle.net client still says 8.1.0. However, the quest line has already begun on Jan 22. I've managed to talk to 雷兹奥昆船长, next up is General Rakera. However, there was no number on the quest so I couldn't find her, there was no location indicated on the map. After relogging the quest had a number so I could find her at 52.95, 40.16.
Just in case anyone wonders the same.

And 妖术领主拉尔 is at 52.8, 11.8.

I finished all of the BFA requirements for flying. Is there something I'm missing? The BoD isn't a requirement for flying, too, is it? I didn't see that on the list. Thanks all!

If you are unable to mount the bird; abandon the quest, portal back to Zuldazar and then fly back up to pick the quest up again. You will then be able to mount the bird.

I copied this from another commenter. I was going crazy until I found these directions for General Rakera.

"For the quest Ride of the Zandalari, IF YOU CAN'T FIND GENERAL RAKERA, as someone who ran around like an idiot even with these coordinates listed below, open your map of Dazar'alor and look for "The Zocalo" area of Dazar'alor. Directly under the words on the map of the city is a bridge. She is standing at the very end of the bridge, just above the "E" in Terrace.
