This 123 lvl rare and will be hard to solo. He is objective of the 舒尔-那古斯 world quest and active only when world quest is active.
With beginning gear you will probably also need a healer and maybe even a tank. It is basically a 5-men rare. But i was able to 3-men it with a healer. You can probably 2-men it, but it would take too much time. Hp pool and dmg is similar to some normal-heroic lvl boss.
It is just hard world quest rare, nothing more. No achievement, no extra loot or anything special.

Shul-Nagruth rare is located in 纳兹米尔 Zul'Nazman on Zandalar isle.
Near the Uldir and Underrot entrance area. A little bit to the south-west

Impossible to solo with early stage gear. Elite 2 lvls above players level. Will be hard even for 3 ppl.

How to get there (Alliance side):

- Go to Grimwatt's Crash flight point in Nazmir;
- Go east until you reach the following coords: 49,67;
- Kill Shul-Nagruth, solo/party/raid.
