This quest is done inside the Seat of the Triumvirate dungeon. Once you have defeated the first boss and gone through the wall, the Armory is located due west of where you drop down. When you approach with the key a button pops up for you to unlock the seal.

Unlocking the seal spawns Commander Atalaa, who must be defeated to loot the chest. She has a smattering of abilities, but the two to watch out for are Blind Recompense, which does a ton of damage, and Holy Well which heals anyone in it, including her. I was able to solo this as a Guardian Druid, but it was a long fight.

Once you've looted the chest you have to defeat L'ura to actually complete the quest. You can do the remainder of this in a cleared instance, but you will have to make at least one more trip to finish the boss off.

I have to be honest, as a Hunter, this is the ugliest set I've seen yet. Maybe a caster would like it.

After you will pick you Quest go to Dungeon 执政团之座 ( I was doing this on Myth ). After you will kill and will do hole in the wall go left. You will see bulding with barrier on front enterence You need to use key ( spell with activete on botton of your interface when you will come close to barrier ). When you will get inside you need to kill after that open chests ( you can't be in combat ) and you will find 执政团护甲.
Now you need to go to kill last boss in 执政团之座. After that go back this time to ( Is in cave ) and you will get your Rewards.

To start this Story Line quest you need to find 发光的钥匙碎片 this is droping from mobs in 执政团之座 or from mobs on north in Mac'Aree.

Tried to complete this quest twice but some kind of bug prevents me from entering the armory after the barrier is dropped using the reforged key. Made a ticket but the response was that this problem had never been reported previously....which means basically nothing will be done until many others suffer the same. Was asked to submit a bugged report, which I did, but since there is no feedback on these reports I guess I'm in for a long wait.

For those who say you can solo it, I believe them. As long as it is not bugging out. This is what I just saw after several attempts. (a) No matter how much I wailed on her, she never took a single point of damage, so she never even had to cast Holy Well. My combat log showed her taking no damage whatsoever in 6 attempts. (b) Blind Recompense is Holy Damage, so you can't block or parry it in any way. According to my combat log, she casts 5 of them within 1.5, maybe 2 seconds tops. 4/5 were crits. The visual had me going down in two shots. (c) She cannot be CC'd. Occasionally I survived longer by kiting her in circles. (d) Don't even think of trying to bubble and open the chest - it won't open until she is dead.

Bug report submitted. I'm not sure why Blizz puts these side bosses in that force you to beg your lfr group to kill them, and good luck with that. They won't even close the fissures. The good news is you can come back later and kill the two elites guarding each fissure. They cannot be stun-CC'd, but they can be slowed, and you can pull one and the other will just stand there. Just slow them and keep backing up and you will grind them down and be able to open the armory door.

As of 2017 11 13, I still cannot solo Commander Atalaa on my shaman. I have had several LFG groups ignore me, say they will come back to her, or get me locked to the instance while I am saying I will leave if they don't come over here for a loot-sack really quickly...

The turn in for this quest is at Krokul Hovel. Up the hill on the right side is a cave where you will find Archivist Ionaa.

Although I always want to do whatever is needed to get quests, gear, or whatever completed. I was disappointed to see a cloth look when I finally got the appearance pulled up. Wow is there a reason that Blizz decided to give a mail armor the look of Cloth?

Easily solo on a 930 prot pally. Just don't forget to kite her outta the poop she puts on the ground and bring a lunch. It will take a bit. ;-)

Very dull set, apparently the same as can be gotten elsewhere.

I would think it would be a little brighter if it's lightforged, etc.

Open the chest on the left side of the building. Loot it. A zone ability button should appear on your screen that will allow you to take down the barrier.

H (did it after a random H queue) was soloable fairly easily on BM hunter with Apex Predator's Claw. Just make sure to Misdirect to your pet on CD as well as Mend Pet on CD. With Apex Claw, use a Tenacity pet (same damage as Ferocity with that leggo) so you get the extra taunt.

A word of warning. it does not give you ALL the sets, just the armor specialization on the character you turn it in with. You have to do it for all types individually.

Not droping Barrier/ Invisible wall: Problem solved! #druidpower

I've finished the dungeon first(heroic version), then ran to the Armory. Luckily, there was one more player doing this quest with me. We unsealed the Armory but couldn't get inside. There was invisible wall. As a druid I figured out Displacer Beast works and also mounting me(Travel Form) and then using Displacer Beast works as well. We did quest without further problems. It could be hard to do solo for dps.

After the gear stat squash I wasn't able to solo her on what was a 927(now 208) item level prot pally. I took along a healer and still wasn't able to get her down. combat log said she was doing about 6k damage with each blind recompense x5 in 2 seconds which explains why I lasted about 20 seconds. I managed to kite her a bit but I was only hitting her for 55 each hit so not something I could do forever. not sure if it's me or not but it seems almost impossible.

Not that it's much of a surprise, but this is easily soloable at level 120. I thought it might be questionable with how they changed how level scaling works in BfA (the super numbers don't kick in until 11 levels) but it was no issue. Never had the chance to finish this quest during Legion, but I kept this in my quest log hoping it would be doable, and was able to get it done no problem. The whole dungeon is fairly easy to solo at level 120 on Normal. Probably not much harder on Heroic or Mythic.
