To get Incinerator Vythe to spawn, just kill the NPCs that are holding the War Eagle

Quest contains few stages:

During first stage you have to slay 10 demons across Thunder Totem and rescue 2 injured protectors.
You also have to shatter three fel crystals. They can be found at:

Fel energy crystal 1 - 35.0 34.0
Fel energy crystal 2 - 26.1 46.0
Fel energy crystal 3 - 15.4 55.7
After you done, travel to the top level of Thunder Totem and keep killing demons.
You also have to rally few city protectors.
Finally, travel to 50.4 65.2 spot (take right road from the city that leads up to hills.) and wait until 焚化者薇瑟 come.

Defeat her and wait for Lasan Skyhorn at 50.2 64.4 point.

If you are here for what, hopefully, is a temporary bug with the invasion quests, please read the following.
If you can't click any crystals or Rivermane NPCs, you probably did not accept the quest from Lasan Skyhorn that requires you to do all that because the quest giver phased out before you had a chance to accept anything. So go back to the quest giver location (44.15, 57.30). If he's not there, fly out of zone and back in--he should respawn at this point, and you should be able to see the quest mark above him. Accept the quest (this is going to be the first one that requires you to destroy crystals and stuff at the bottom of area of Thunder Totem). Once you finish this quest, the next quest will be automatically accepted by (just like before the bug), and you should be able to click the Rivermane NPCs at the top of the temple.
Please note that there's a WQ that will appear under your Quests panel as well as the actual quest you accepted from Lasan Skyhorn. Follow the progress on the Lasan quest rather than the progress under the WQ!

It seems sometimes it gets bugged, sometimes you'll get phased or the Felbound Ritualists will not spawn or simply one of them will be evading every attack, making imposible complete the quest, since the Incinerator Vythe won't spawn until all the ritualists get killed; so my suggestion is just use the premade group to jump to another realm until you are able to see the ritualists again, that worked for me

I would first double-check and ensure you don't have any other quests in the area. It solved for me, to do the remaning World Quest in the area.

It's a level 110 quest - while I'm still forced to ~~flee~~ deal with its objectives even when I'm not level 110.
(The enemies appear as level 100 for a level 98 character who just arrived at TT, making it quite tedious.)
