With 7.1 it looks as though this quest was reduced to 20 world quests for completion. The Lumenstone missions seems to have also had their duration reduced to 8 hours.

If anyone's stuck on 20/20 World Quests completed but can't hand in the quest, walking to the part of Dalaran where the pet battles are helped it tick over for me. Seemingly, just leaving Dalaran makes it tick over.

The fastest way, in my opinion, was doing this through Runescale Koi.

I went to Orgrimmar and grabbed Fishing (skill level 1) and a standard fishing pole. Flew to Irongrove Retreat, Suramar and walked to 25,28 (just north of the FP).

Fish the pools of Runescale Koi. Took me 45min to get the 100 fish required.

Starlight Rose was FAR too tedious to farm, since its not 100% and requires much more walking. Leyblood is too valuable to waste on this quest.

7.1:
Still 100 ressources, 魔力之血 and 符鳞锦鲤 should be the cheapest so stay away from 星光玫瑰 for now. You can also use the 萨格拉斯之血 trader (伊尔妮雅·血棘) in Dalaran to get mats for this. However the Auction House should be the place to go if you do not want to farm.
Worldquests required is down to 20 (from 30). This starts counting once you obtain the quest so save a few up for this.
The order hall missions can be done in 4 hours each when you counter the slowing. So within 24 hours you can easily get this.

Bugs:
I encountered a bug here, I turned in this quest and did not receive the follow up. I left the temple and reentered, then received 黑暗中的光明.

As of 5/26/2017 the quest information says 0/10 World Quests completed instead of 20 even though if you mouse over the quest the title still says 20. We'll see if it's 10 or 20.

Ok so if any Priest doing Class order hall story line came here as I did :-) wondering "why there is not another quest after you finish Fortyfying the Temple and that quest with 100 stuff give-in?" :-D

Its still buged, just leave temple and enter back, you get quest A light in the Darkness...

Shadowlands and BFA world quests (WQs) also count! :3

That said, as of 9.0, Shadowlands WQs are very dangerous and take far longer. Unless there is a meaningful reward like a gear upgrade (instead of currencies expected to become much easier to earn in the coming patches like 贮藏心能), it would be far faster for Level 60's to complete WQs in the old expansions for this Class Hall Campaign quest.
