This is one of the 7 possible
, one of which becomes available once per day. They require you to complete 4 World Quests in a certain zone or for a certain faction.
You don't have to accept these, you can simply see which ones are active by looking at the world map on any Broken Isles zone. A new one becomes available every day at 8 a.m. server time (for EU servers, 9 a.m. during summer time) and it stays active for 3 days, so you can do one a day or save them and do all 3 in one swoop.

Another alternative to getting to the turn-in for the first time is to exit Dalaran where the pet battles are, go counter-clockwise along that ledge until you're facing South-West, And jump off using a Goblin Glider Kit to glide all the way there. You actually have enough height that you can get to the Flight Point on the top of the mountain to the southeast if you're so inclined, too.

What happens when you have completed the quest but have not handed it in and the timer expires? Does the quest disappear?
Or can you still hand it in after the timer expires?
Has anyone noticed that after Argus update the wardens emissary quests are not showing up anymore?
