There is actually a Day9 (Sean Plott) reference in this quest here:

Day 9: Still no luck communicating with the withered. I must regard this failure not as a measure of ability, but a measure of progress.

This is one of the phrases Day9 says about ranking systems typically.

Storyline Overview: This player-tutorial 奥术师凯尔丹纳斯 questline introduces you to the "Withered" Nightfallen brainless-zombies that roam Sumarar. You learn a valuable spell that will enable you to sooth these otherwise bothersome creatures as well as to eventually use them to create an army that will help in the plot to regain control of Sumarar. This 奥术师凯尔丹纳斯 questline player-tutorial shows how that the outcast Night Elves from Sumarar, who call themselves the Nightfallen, once cut off from access to ArcWine, a liquid form of 远古魔力 which sustained the Nightborne elves in Sumarar for 10000 years beneath a shield and cut off from the world after the Sundering split Azeroth into two continents - how the Nightfallen went into severe withdrawal due to the addictive power of feeding on arcane energy. Without 远古魔力 to consume the Nightfallen would eventually wither into uncontrollable zombies. That is until 奥术师凯尔丹纳斯 discovered the magic 凯尔丹纳斯的法力瓶 spell that would sooth the withered and render them malleable. Unfortunately, 奥术师凯尔丹纳斯 withered himself before he was able to share his secret spell with other Nightfallen. The task of recovering this spell has befallen you, brave fighter. It is 奥术师凯尔丹纳斯's legacy which will greatly help you in your quest to help liberate Sumarar from the forces of the legion. An optional 实用结界 quest will teach you about 奥术结界s which also help to keep the withered at bay, and 凯尔丹纳斯的法力瓶 will help you carry even more 远古魔力 and tick off one of the ten requirements for the 魔力为什么不能全部属于我？ achievement.

I just picked this up, 9/1/17, and the Spare Arcane Ward gives 16 million Artifact Power.
