This Quest giver is VERY difficult to find. The yellow exclamation point may show up as "Available Quest" on your map, but it for some reason did NOT also show up on my mini-map when I got near it physically. It is Ly'leth Lunastre, she DOES have the yellow exclamation point over her head and she is at coordinates 47, 61 on the Concourse of Destiny, southern edge, blending in with the shrubbery a bit. There is a horseshoe shaped stairway ascending and a small bridge nearby with Kirin Tor Peacekeeper NPC's. This zone has some low and some high areas: she is in a high area.
