You must first feed First Arcanist Thalyssra in order to see this quest.

If you can't turn the quest, just feed Thalyssra with 50 ancient mana.

If you can't turn in the quest, after you feed the 300 mana - you can just abandon the quest, and pick it up again, and it'll register the mana you fed.

You must Complete the Masquerade storyline to see this quest.
This was driving me crazy (that's no drive, that's a short putt). The marker showed on the map, the Wholly addon showed it as available, the other posts here made no mention of a prerequisite. But the quest giver wouldn't give me the quest. As soon as I turned in the last quest of the storyline it popped up.

描述

凯尔丹纳斯进行了各种实验，希望能够与枯法者进行沟通，但全部都宣告失败，一部分实验甚至让那些枯法者变得更加危险。直到他发现泰林，情况才有了转机。他的奥术精华——也就是这个夏多雷的灵魂本身，已经接触到了某种特殊的东西。但这又怎么样呢？如果将我的奥术精华与泰林的结合到一起，我就能建立起一道心灵的联系。这道联系会将他的灵魂——或者说残余的灵魂，完全地展现在我们面前。我们唯一要做的就是为他提供魔力，大量的魔力。这样我们才能正式开始。
