Fire it Up

You now have access to the Obliterum Forge, and can Obliterate crafted ilvl 800+ gear for Obliterum Ash, 100 of which create an Obliterum

Hoping for some help.

I go down to the Underbelly to meet Oxana, and she is not there, nor is any other NPC. I have the guard buff which stops fighting between people, and I can't seem to get rid of it.

Any ideas what to do?

So here is the solution.

If you all remember, when you get down to Underbelly for first time was the time you took your first quest for the artifact, so you need to complete

重装上阵

in order to be able to get down to underbelly with the buff and start looking other players and the NPC's for the quest.
