This is part of a number of storyline quests in 阿苏纳, and more specifically the following chain:

You are rewarded 提尔之碑 and a piece of Rare gear at the end.

Additionally, this chain completes one of the storylines required for the achievement 阿苏纳，玛塔塔.

All three npc's located across Oceanus cove, in cages.

克里夫·雷山 can be found at 48.8 62.8 point.

You're here because you stuck with 阿苏纳，玛塔塔, don't you?

So, while doing Against the Giants questline (specifically 武装起来), you sholud have met 瑟斯卡·西范. If you didn't, or you didn't pay attention to her, and you want to start this questline now, just go outside the Oceanus Cove.
She will be there waiting for you with a quest (exclamation mark will be displayed on your minimap when you are close enough).

In case you can't see wowheads' map above:
Coordinates are 50, 61.
In the center of your map there is text "Oceanus Cove". Above it is the little picture of cave. The meeting point with Seska is on the bottom right corner of that cave.
