You need 300 Elemental Runes to get one tablet, so 900 elemental runes to finish this quest. Expecting the bosses to drop quite a bit of runes.

Like Abrogator Stones, these runes also appear in work orders. They seem to have alot higher droprate than stones, as I've got 8 elemental runes since I got the quest 3 days ago.
I just reached over 100 runes today, and found out they only stack to 100 for some reason. This seems a bit strange, since we will have to use 3 bag/bank slots until we create a tablet.

I got 18 元素符文 from a follower ilvl 645 mission, so that will probably be the average of what 1 boss drops (the same as it was for 消魔之石). That means a total of 50 bosses or 10 full runs, however 黑手 will most probably drop more, you will get them from follower missions and these have a chance to drop from all work orders.

This quest is part of the 第三章：铸造厂的陷落 legendary questline by collecting items in 黑石铸造厂. The complete quests are as follows:

反盗版: Collect 德拉诺奇迹宝珠, which drops from the Dread Grotto encounter
愤怒之心: Collect 愤怒之心, which drops from the Blast Furnace encounter
缚火者宝典: Collect 缚火者宝典, which drops from Flamebender Ka'graz encounter
元素领主的力量: Assemble 3 元素石板 by fusing together 300 (x3) 元素符文 which drops from any of the Foundry bosses and some Garrison 3-followers missions

Note: Completing the quests line rewards the ilvl 710 ring.

Ways to get the 元素符文:

Work Orders(1 per, not 100%, but higher than abrogator stones)
Specific Follower Missions(18 per mission)
UPDATE!: I got 9 elemental runes from a normal kill on Flamebender Ka'graz and my guildies got 9 from Gruul HC. By that we can assume each boss drop 9 each, which without follower missions and work orders it will take you 100 boss kills to complete this quest
There is not an item like 大块消魔之石 for this quest, however as AzrealUltima pointed out and has now been confirmed by WoW's devs that you have a chance to receive 27 instead of 9 runes

If we are going by the way 消魔之石 dropped in Highmaul, we can assume that you can only loot 元素符文 from bosses once a week on any difficulty. This means that if you loot runes from Gruul on normal, you can not loot them from Gruul on HC, LFR or mythic until next week, and then only on one difficulty then too. It also seemed in Highmaul that the droprate didn't chance from difficulty to difficulty, as I had just as many drop for my paladin in LFR as my druid in normal, 2 clusters from the first wing in LFR actually.

All below ways to obtain runes is only speculation, however I will update as things are more clear as I progress through BRF. Stay tuned!

PS: Elemental runes will stack to 999 in 6.1, so you won't have to fill your bags with them!

Looks like your other characters get a bonus after one char completed the quest.
My warlock alt receives always 9 + 4 runes in our current raid... waiting for 27 + x runes :)
I assume a +50% runes bonus.

While the drop rate isn't bad, getting 900 is overall a worse grind than the MoP legendary series :( I just finished today...lost track of how many weeks it was.

Today in BRF LFR (patch 6.2), bosses either dropped 13 Elemental Runes, or 31. I imagine Blackhand now guarantees 31. Worst case scenario, it now takes a minimum of 6 weeks to complete Elemental Tablets, not counting follower missions or work orders.

Since starting the quest, I have received 3 runes from 16 forge orders. Does anyone know if any of the other production buildings create runes, or is it just the forge?

If you have a level 3 shipyard, some level 3 production buildings, an upgraded herb garden/mine, and are committed to doing the Tanaan dailies, don't bother bashing your heard into BRF LFR every week over this. It'll take you 4-5 weeks to complete it without, but, IMO, that's fine. There's no point in wasting your time for useless 655 gear and hours every week just to complete this a little faster.

I'm on week two of the quest and I have to say that if you have all or most of your ships at rare or higher, this part takes less than a month. I know a lot of people are holding off getting it but I'm on track to finish this coming week (!2/14). Really not as hard as some think.

Warning:

As of the current plans, the legendary ring questline will be unavailable to start after the Legion pre-patch (~1 month before Legion), so make sure you have begun the questline (卡德加的召唤) if you want to finish it.

Then, the whole questline will be removed on the launch of Legion on August 31st, with any rewards you have not already earned becoming unobtainable.
