Take the flight to Mogujia offered by Fennie Hornswaggle to complete the quest. (Lion's Landing 88.34, 34.19) I didn't and Brann Bronzebeard wouldn't complete the quest.

Have ye heard all the buzz that's been going 'round Lion's Landing?
I heard that the Horde's learned of an ancient mogu artifact... somethin' called the Divine Bell.
That bell's capable of turning a normal army into killin' machines!
No one knows where the artifact was hidden, but the Horde's doing anything they can ta get their hands on it first.
The Reliquary is hot on the trail o' that bell at Mogujia.
I'll be a snot-nosed ninny if we don't beat 'em to the punch!
I can't do much since I'm just Hilda's assistant, but ye can. I hope ye can find out what they're up to.

I can't se at 6780/12000

There's been several comments as to what rep unlocks this questline. Some say around 6k/12k honored, others report later or earlier.

To be honest, I have NO idea what causes you to get this quest... and neither does anyone else.

I currently just got the quest at 2990/12000 Honored.

What I found out is this, if you complete one part of the quest line and have dailies left it won't show, once you do your dailies it will show the next quest.

I thought this is a bit too strange, so with other characters I soon found out that if you gain rep for Operation: Shieldwall it will popup. So doesn't matter how much rep you have in Honored or not.

The quest never showed up for me on the mini-map, once I reached 6800 honored I had to find him at 89.4 32.6. He then had a exclamation mark over his head
