He'll be on the giant stump at the marked location (19,62) , normal quest mob with the ! on his nameplate. Respawn time is about a minute. He drops fire on the ground like the other shredders, and the only ability I saw was 当头一脚, basic knockback with some damage, "interruptible" for melee classes by simply moving away. Easy-peasy.

I was checking here in the first place because he can be "harvested" by engineers, and someone had recently gotten him so I wasn't sure if I was in the right place.
