An easy way to find the Shiedlwall Soldiers is to create a macro like follows:

/target Fallen Shieldwall Soldier
/run SetRaidTarget("target", 4)

The NPCs you're looking for appear dead and will be scattered throughout the questing area. I found most of mine on Bilgewater Beach and in the forest area just north of Bilgewater Beach. There are also a few in Quickchop's Lumber Farm.

I recommend a target macro as others have also mentioned. /target Fallen

Right click their body to receive 神盾士兵狗牌.

Gresat tip. When you targeted them set an icon on them, then you can spot them more easy.

After completing the quest 最后的关怀, I had a stack of the 神盾士兵狗牌's.

They sat in my bag for a couple weeks before I realized they were related to a finished quest.

Just deleted them and need not worry again!
