Dailies start out at the The Golden Pagoda after completing a quest line starting with 历史见证 (Alliance)/历史见证(Horde).

At Neutral reputation, dailies are available at The Golden Pagoda and Whitepetal Lake. Additional dailies also become available at Mistfall Village, the Ruins of Guo-Lai, and the Setting Sun Garrison at higher levels of reputation.

It will take approximately 24 days to gain Exalted reputation without any reputation buffs.

The 郭莱符文石 are not only found imbedded in the stone walls in the area (a couple are in the flagstones as well) but they also drop from 韶天统御者 and 韶天唤魂者. My experience puts the drop rate from the mobs at about 20% so by killing the 15 Shao-Tien required for You may get 4 or 5. Therefore for it is more efficient to just search for them in the walls.
