Dailies start out at the The Golden Pagoda after completing a quest line starting with 历史见证 (Alliance)/历史见证(Horde).

At Neutral reputation, dailies are available at The Golden Pagoda and Whitepetal Lake. Additional dailies also become available at Mistfall Village, the Ruins of Guo-Lai, and the Setting Sun Garrison at higher levels of reputation.

It will take approximately 24 days to gain Exalted reputation without any reputation buffs.

As to what you're actually looking for is short bamboo sticks on the edge of the lake and river not actually inside the lake, they have sparkles coming off them so it's easier to see.
